00:00Fifteen local civil registrars are openly issuing incorrect birth certificates to foreign nationals, according to the Philippine Statistics Authority.

00:10This came out earlier in the Senate hearing on the budget of NEDA, where the PSA is an attached agency.

00:16The anomaly in the registration of the unauthorized issuance of birth certificates to Dismissed Mayor Alice Guo was first heard.

00:24And to stop this, the PSA said that it is now forcing late registrants to apply for a national ID first so that they can personally face and obtain biometrics.

00:35Late registrants are considered when they register more than 30 days after birth.

00:40According to the Census, 3.7 million Filipinos have not yet registered and do not have a birth certificate.
