00:00Preparations in Quezon City Jail for the possible transfer of custody of Pastor Apolo Quiboloy
00:06and others, we will talk about it with Jail Chief Inspector Jarex Bustinera,
00:13the spokesperson of the Bureau of Jail Management and Penology or BJMP.
00:18Inspector Jarex, good afternoon.
00:23Good afternoon, Ms. Nina and Asek Joey and to those who are following your program.
00:29So, how are your preparations for the facilities of Quezon City Jail
00:34in case the accused Pastor Apolo Quiboloy and his accomplices could be transferred here?
00:43As part of BJMP, we prepared by inspecting the facilities.
00:49So, we checked the facilities in the new Quezon City Jail in Payatas
00:54to see if there is enough space for our additional PDLs.
01:00And in our inspection, we saw that there is still a vacancy
01:04and we also ensured that the design of this is the same as the ordinary PDL.
01:10This is a newly constructed facility and the size and size of our cells are the same.
01:18This cell vacancy is also included with our other PDLs who are jailed in Quezon City.
01:25Yes, sir. You mentioned that the size of the cells are the same and there are accomplices.
01:31Who are the possible accomplices?
01:33Are these the co-accused or can other inmates also enter?
01:41The design of this cell is for 10 inmates.
01:46This cell is at least 40 square meters and can accommodate 10 PDLs based on our standard.
01:54So, it can accommodate 8 PDLs with its co-accused if our maximum capacity is 10.
02:03Although we have a custodial risk assessment,
02:06we also look at its safety and security while incarcerated in the BGMP.
02:12So, it still depends on the assessment and if its transfer will continue.
02:17And the BGMP is just prepared here.
02:20Okay. But how is the congestion rate of Quezon City Jail right now?
02:25How many PDLs is its capacity?
02:29Right now, we have 4,200 inmates in Quezon City Jail.
02:37Its capacity is 4,400.
02:40Below capacity, it means zero congestion rate.
02:44This is one of our new and modern facilities that will be operated this April.
02:52Sir, if a pastor moved to another cell because he considers himself to be high-profile,
03:01what will the BGMP do here?
03:04Is it allowed for him to be alone in a cell?
03:07But you mentioned that the system in the jail is 10-to-a-cell.
03:13In the case of the BGMP, first, there must be a valid reason or a security risk.
03:23And that depends on the assessment of our experts, especially the warden and personnel there.
03:29Second, isolation is prohibited in our policy.
03:33You must be alone or single occupancy.
03:35Because we are forced, according to standard,
03:38to isolate other cells.
03:42So we will balance the security and safety of anyone who is accused.
03:48And we will make sure that our congestion will not be affected by isolation.
03:53And definitely, isolation is prohibited in our policy.
03:58Okay, so what is your reaction to those who are saying that
04:02VIP or special treatment may be given to Qiboloy if he is transferred to your custody?
04:07In the case of the BGMP, first, we have a policy against VIP treatment.
04:16It is strictly prohibited.
04:18We are suing the warden and the personnel who will do the VIP treatment.
04:23Second, for this case, even before we inspect the facility,
04:28our Chief BGMP, Jail Director Roel Rivera,
04:32and of course, the Secretary of the DILG, Atty. Benhur Abalos,
04:36are against special treatment.
04:38And all PDLs, of course, especially in Quezon City Jail, should be treated as ordinary.
04:44In the case of the BGMP, we know our city, district, and municipal jails.
04:51It is what it is.
04:52If we have new facilities, there are old facilities as well.
04:56And there are also old facilities.
04:58If a court order is given to bring a prisoner or anyone,
05:03we have nothing to do but to put them in jail.
05:07And whatever is in that cell, we put them in jail.
05:10In the case of the BGMP, there is no VIP treatment.
05:14And whoever it is, we treat them as ordinary PDLs.
05:19Sir, looking at the bigger picture,
05:22the BGMP is suing Caragdagang Pondo for the next year's food and medical allowance for PDLs.
05:32Do we have an update on this?
05:36In the case of the BGMP, we were suing in the last budget hearing in Congress.
05:43And at the same time, the same is with the upcoming in the Senate.
05:47In the case of the BGMP, we request every year, especially after the pandemic,
05:53because our current budget is P70 for three meals per person.
05:59And in the case of medicine, hopefully it will be added for the benefit of our PDLs.
06:05And our only advocacy is to chase market prices
06:09and at the same time to meet the nutritional value that all of our PDLs need.
06:14Okay, as a last one, do you have a message or something to say to our fellow countrymen from Jaan?
06:22In the case of the BGMP, our fellow countrymen can count on us to treat all of our PDLs equally.
06:30And we will do our best to take care of all the prisoners
06:35and at the same time, provide developmental opportunities for them so that they can live a new life.
