Abalos, Marbil face avalanche of questions from media

Local Government Secretary Benhur Abalos and Philippine National Police chief, Gen. Rommel Marbil, answer questions from the media on several issues that include the validity of marriages solemnized by dismissed Bamban mayor Alice Guo, the manhunt against former presidential spokesman Harry Roque, the criticisms that were raised over the police operation against Kingdom of Jesus Christ Pastor Apollo Quiboloy, among others, ahead of the budget deliberations before the plenary at the House of Representatives on Sept. 17, 2024. Abalos also said he would leave it up to the Partido Federal ng Pilipinas to decide on whether he should run for the Senate in 2025.

00:00I will just refer you directly to the Family Code, Chapter 3, Article 35, Number 2.
00:12Those solemnized, the following marriages shall be void from the beginning.
00:20Number 2. Those solemnized by any person not legally authorized to perform marriages,
00:27unless such marriages were contracted with either or both parties believing in good faith,
00:34that the solemnizing officer had the legal authority to do so.
00:39Article 35 states that the following marriages shall be void from the beginning.
00:46Void means there is no visa.
00:48Number 2. Those solemnized by any person not legally authorized to perform marriages,
00:59unless such marriages were contracted with either or both parties believing in good faith,
01:10that the solemnizing officer had the legal authority to do so.
01:15So, if you believe in good faith, that Alice Gou is legally authorized to perform marriages,
01:22I guess, most of them look at it that way because she is a mayor.
01:28You could make use of this article.
01:32It's Chapter 3 of Void and Voidable, Article 35, Number 2.
01:38So, it's not voidable based on that?
01:40This is undervoid and voidable.
01:43It's undervoid and voidable.
01:44Yes.
01:45This is how it looks like.
01:47Because there is good faith.
01:49There is good faith that you believe in this.
01:51And I am also looking for jurisprudence about this.
01:54Okay.
01:55So, once and for all, let's be clear.
01:57Now, when it comes to the question you asked earlier,
02:00about looking for Harry Rocker, the chief,
02:05our answer is that we are ready to coordinate with the House of Representatives,
02:14if this is the context, to coordinate with the PNP.
02:19This is the PNP's rule in handling.
02:21That's how it is.
02:22Other agencies, we are ready to work with them.
02:27Sir, we have another question.
02:29Let's go to October.
02:31It's almost October, filing of CUCs.
02:34Are you going to run as Senator?
02:37Well, as a matter of fact, their party will announce the final decision of the October PNP.
02:46Jen, how is our search for Secretary Rocker?
02:50I mean, do you have any leads on where the Secretary is hiding?
02:56No, we will not answer that.
02:59We're helping along.
03:01All agencies for, not only the Philippine National Police,
03:04and then NBI and BI are helping us in finding him.
03:08But is it safe for the Secretary to be here in the Philippines?
03:11That's up to us.
03:14But do you have a call, Jen, for him to go to Congress instead of using the resources of the PNP?
03:22No, it's up to him.
03:24It's up to him.
03:25He knows what's right and wrong.
03:27He should be shown in the House of Representatives.
