00:00The congressmen did not like Vice President Sara Duterte's claim

00:04in a hearing of the House Committee on Budget Utilization of her office.

00:08The vice president has already refused, and she still has something to say to the Congress.

00:19Some congressmen were dismayed by Vice President Sara Duterte's claim

00:24when she faced an investigation by the House Committee on Good Government and Public Accountability.

00:29The Vice President's Office of Budget Utilization for the past 100 years was blamed for the hearing,

00:35including the P125 million confidential funds of the OVP in 2022,

00:41as well as the use of the funds of the Department of Education when VP Sara was still its secretary.

00:48According to Batangas 2nd District Representative Jervie Luistro,

00:51it is the obligation of all public officials to answer if there are issues that are being discussed with them.

00:57That is why she was dismayed by this incident.

01:01I wish to remind the committee, our esteemed colleagues, and the Filipino people of the constitutional mandate

01:11that public office is a public trust.

01:15When there is a question, we're bound to answer.

01:19We're bound to explain.

01:21As a matter of fact, no less than the Philippine Constitution provides,

01:26we are accountable to the Filipino people at all times.

01:31I hope that the OVP will be enlightened to address the issues

01:38instead of attacking this institution of politicizing and matters concerning politics.

01:46That is also the view of the young party list representative Raul Manuel

01:50and House Assistant Majority Leader Jefferson Congjun.

01:54Congjun clarified that they are not attacking the vice president.

01:58The purpose of this inquiry is not to attack anyone,

02:03but to shed light on matters that affect our nation's governance.

02:07Refusing to testify under oath sends a signal that there is something to avoid.

02:14We are disappointed.

02:15Actually, this hearing is accompanied by a plenary debate on the Budget for 2025.

02:26We have afforded several opportunities for the OVP,

02:32not only in our formal budget hearings, but also in the Committee on Good Government, Mr. Chair.

02:38I think, again, we can let the Filipino people judge

02:42on the performance of our officials in the government.

02:49At the beginning of the discussion, the vice president admitted

02:54that it is normal for personalities to make mistakes at the beginning of a hearing.

02:59In his reply, VP Sarah also admitted to the camera

03:02that she was just political while defending their office.

03:07We have not done anything wrong.

03:14There is no misuse of funds.

03:18If there are audit findings, we shall gladly respond to them before the Commission on Audit.

03:27And if there are legitimate cases to be filed,

03:31then we shall gladly respond to them before the appropriate courts.

03:35So, you may try to destroy me.

03:38You can skin me alive and throw my ashes to the wind.

03:43But let it be known, you will find me unbowed.

03:50I will continue to serve the Filipino people,

03:53no matter the personal cost or political intrigue.

03:58Next, Duterte said goodbye to the hearing,

04:01which was approved by the committee.

04:03Even though Vice President Duterte immediately left the hearing,

04:07the discussion continued where the Commission on Audit

04:11and the Department of Budget and Management

04:13responded to the questions of congressmen,

04:15particularly regarding the OVP budget utilization.

04:18At one point of the hearing, a number of judges were heated.

04:22This was followed by the defense of Sagi Party's Representative Rodante Marco Leta to the vice president.
