00:05to file an impeachment complaint against Vice President Sara Duterte.

00:10But for now, they will clarify, the Vice President has a chance to explain.

00:20The House Committee on Good Government and Public Accountability has already discussed

00:25the two grounds that can be used to file an impeachment complaint against Vice President Sara Duterte.

00:32According to Committee Chair Joel Chua,

00:34that is graft and corruption and betrayal of public trust

00:37because of the wrong use of confidential funds of the Office of the Vice President

00:43becoming the Department of Education when it was led by VP Sara.

00:48First, the issue in the safe houses, which amounted to P16 million.

00:57These prices are very high and they cannot explain it.

01:01The second issue that we see here is in the DepEd.

01:08The certification initiated by the Army

01:13apparently to justify their use of a worth more than P15 million confidential fund.

01:19But unfortunately, it was denied by the Army

01:23that there was downloaded money from them for the purpose of Youth Leadership Summit.

01:30Chua's gait from the start was just to hope that in the creation of new laws

01:34on the correct use of government funds,

01:37they will listen.

01:39But in the course of their investigation,

01:41they found that the possible impeachment complaint is valid.

01:45Although for now, the Vice President still has a chance to explain about this.

01:50That is if he will face it and his allies in the next hearing.

01:55If they will not face it, along with his staff in the OVP,

02:04we will discuss with the committee what will be our next move.

02:11In a statement, House Senior Deputy Speaker Aurelio Don Gonzales, Jr. said

02:16that the House Panel on the Plunder Case against the Vice President

02:20may also recommend because of the alleged anomalies in his use of the funds.

02:26But Chua clarified that impeachment should come first.

02:31As I see it now, we cannot file a plunder against the VP

02:40because he is the sitting Vice President.

02:43So the impeachment should come first.

02:48So after the impeachment, once proven or impeached,

02:53that's the time for cases to be filed against the Vice President.

02:59Manila's 6th District Representative Bienvenido Avanti, Jr.,

03:03who is the senior vice chair of the committee,

03:06did not agree with what Chairman Chua said.

03:08Although when it comes to the possibility of impeachment,

03:11it needs to be investigated first.

03:15Next week, the Congress will hold a re-hearing

03:19and the hearings here in the Chamber are expected to be held again.
