00:00Senator Alan Peter Cayetano and Senator Mig Zubiri were in a heated argument regarding Cayetano's resolution that recommends that the district should include the Embobarangay

00:12who were transferred to Taguig from Makati so that they can be voted by the congressman in the upcoming election.

00:27Senator Alan Peter Cayetano and Senator Juan Miguel Zubiri argued in a session last night.

00:32Why are you shouting at me? I don't care. I don't care about the vote.

00:39I'm just interested.

00:41What did I tell you? I told you that maybe we can talk. This is too important.

00:48This happened after Cayetano asked to discuss his Senate Concurrent Resolution No. 23 for the Embobarangay.

00:56These areas were once part of Makati City but there was a territorial dispute and the Supreme Court decided to transfer the jurisdiction of these areas to Taguig City in 2022.

01:08There is no law yet where the congressional district in Taguig will be a part of the Embobarangays.

01:13Until that happens, the congressman will not be able to vote more than 200,000 registered voters in the upcoming election.

01:20For Cayetano, this is urgent especially since the filing of the Certificate of Candidacy is near.

01:25This was not in the daily agenda and this particular issue is on the disenfranchisement of these 10 Embobarangays.

01:32However, Your Honor, I'm trying to get in touch with our colleague who is from Makati

01:36and I do not know does this have any implication to Senator Binay's representation.

01:43I can state for the record, Mr. President, it has nothing to do with Makati anymore

01:47because all of these Embobarangays are now under Taguig, being administered by Taguig

01:54and the problem is they will not be able to vote for any…

01:58Just a one-minute suspension, Your Honor.

02:00One-minute suspension, Mr. President.

02:02Senate is suspended.

02:03That's when Cayetano and Zubiri got heated.

02:11After getting heated, after the session ended, they hugged each other.

02:16If I raise my voice, I apologize if I raise my voice, okay?

02:20If it will help you, maybe we can pass this, we can take it up tomorrow.

02:25I was with Senate President Zubiri since 1998.

02:28So maybe we're entitled to one heated argument which is tonight.

02:32Zubiri did not laugh at Senator Nancy Binay earlier.

02:39Zubiri said that there was a miscommunication.

02:42I just said that there should be a consultation.

02:45If he explained that it's just a mere request of Congress, then okay.

02:49Cayetano refused to comment on the issue.

02:51Comelec said that they will wait for Congress to pass the issue on Embobarangays.
