05:54I refused to resign and I insisted on departing from service through voluntary retirement.

06:00The timing of my meeting with Ms. Zulaika struck me as more than coincidental.

06:05It gave me the impression that my candid responses was the real reason behind the push to relieve me of my office.

07:21In a press conference, VP Sara Duterte said that Mercado was forced to resign because of the issue of trust and confidence.

07:28She solicited 16 million pesos from a company on paper using my name without any authorization.

07:39The OVP issued a letter signed by Mercado in which Vice President Sara Duterte's name was mentioned.

07:46This is close to the breakdown of the usable and total cost of 16 million pesos.

07:53Mercado responded appropriately to the hearing.

07:56So we made a presentation to almost all the corporations.

08:00And then some of the corporations appreciated that it's a very important program.

08:05So some of them committed.

08:06I explained properly.

08:08I did not solicit.

08:10There's no money involved there.

08:12These are equipments.

08:14There is no cash there.

08:16These are equipments that will be turned over to DepEd.

08:20So I feel very sad that up until now, the VP has not been appraised as I explained it to her people.

08:29In his opening statement, Congressman Joel Chua said that he heard accusations and insinuations from his committee that it was a political exercise or attack on an individual.

08:41Chua clarified that the committee just wanted to know how the so-called confidential fund of the OVP was spent.

08:49I must stress at this point that the sheer vastness of these potentially misused funds sets this matter apart from other instances of irregularity and disallowance.

09:03These amounts easily surpass the threshold for the crime of plunder under our laws.
