00:00What brings us here is extremely crucial for our country and for this administration.
00:05We in the Ministry of Interior and on behalf of my colleagues, the uniformed officers led by the Inspector General of Police,
00:14we are very proud to be associated with the tourism ministry in this sector.
00:22I know already the tourism police unit has existed
00:26and what we are trying to do is to formalize this relationship and look at how we can expand the roles of the different ministries.
00:35So the IG, of course, will have some work to do to perhaps expand and provide a little more of the human resources required.
00:47And then the tourism ministry will be able to facilitate the officers.
00:53Of course, the salaries will still remain the role of the police service and discipline and command and control as is provided for under the constitution,
01:05will remain with the Inspector General of Police, but also on the side of the tourism ministry,
01:12the support in terms of facilitation, vehicles, allowances and maybe capacity building
01:19so that these police officers have training which helps them manage security and safety in the hospitality industry.
01:28I believe going forward that we can strengthen our tourism sector to generate more revenue and contribute to the economic development of our country.
01:41For a long time, I was telling my sister here for about 40 years,
01:46the numbers of arrivals of foreign nationals to our country have stuck somewhere between one and a half and two million around there for nearly 40 years.
01:56And we are actually punching way below our weight.
02:02I am aware of small countries in the Caribbean area, a small country without as much diversity in terms of tourism attractions as we do, who attract 20 million a year.
02:21Some countries in Europe are doing 60, 70 million, places like France and other places.
02:27So it is possible to get out of this under two million statistic, which we have had for 40 years.
02:35And the target therefore of this administration, as my sister has pointed out, is to achieve five million by 2027.
02:44And I believe going forward into the next phase of this administration, we should be targeting 10 million by 2032.
02:55That is my desire.
02:57This is a very momentous occasion for us. It is actually historic.
03:04The signing of this Memorandum of Understanding for cooperation with the National Police Service is a critical milestone.
03:16We know that tourism is a goose that lays the golden egg.
03:23And this MOU and the cooperation we are having today will be to protect the golden egg.
03:31Before any tourist decides to go to a destination, their first thing in the checklist is to ensure their security.
03:41And this one will ensure that we can give confidence that security is well arranged here in Kenya.
03:52And as we plan, under the leadership of His Excellency, to increase the tourist arrivals up to five million by the year 2027,
04:03we assure tourists that we are well ahead of time in arranging their security.
