00:35what he thought was hot grease from the top of the stairs, which nearly contacted his
00:39leg and which got on his shoe.
00:42The complainant stated the defendant later grabbed a long stick stated you think I'm
00:46a ho I'll show you and went down the stairs with us with the stick.
00:50The defendant walked towards the complainant yelling, I'll fuck you up while holding the
00:53stick in a threatening manner to complain and feared for his life.
00:56The defendant was identified with his Texas driver's license.
00:59Who is the complaining witness to just his neighbor is a neighbor or someone that you
01:09live with.
01:10I don't want to know.
01:11I don't want to talk about the case.
01:12The only thing I want to know is it's a neighbor.
01:14Okay.
01:15So you live next door.
01:16You live in a house and it's an apartment.
01:19Okay.
01:20Mr. Broussard, I'm going to find that there's probable cause to go forward with your case.
01:23I'm ordering you now as a condition of your bond, not to have any contact with this person.
01:28Do you understand?
01:29I'm also ordering you as a condition of your bond not to be in possession of any weapons.
01:32If you violate these bonds, I will put you in these conditions.
01:35I'll put you in jail.
01:37You failed to appear the first time.
01:39The magistrate gave you another PR bond.
01:42You will not get another one.
01:43If you fail to appear again, I will revoke your bond, make it $10,000, put you in jail.
01:49And if you don't have anyone to pony up that kind of money, guess what happens?
01:52Mr. Broussard, did you hear anything I just said?
01:58What happens?
01:59Whatever you decide.
02:04If you fail to appear again, I will revoke your bond.
02:09You got out of jail because I gave you a free bond.
02:12You're not going to get another one.
02:14You have already been given two.
02:16Do you understand?
02:17Yes, sir.
02:18I was in the hospital.
02:19How do I know that?
02:20How do I know that?
02:21Am I clairvoyant?
02:22I don't have access to the stars.
02:28I'm not an interdimensional being.
02:33So if you miss court again, I will revoke the bond, set it around $10,000, give or take.
02:39And if you don't have anyone to, you know, pay that, you'll be stuck like Chum.
02:44Do you understand?
02:46What do you do for a living, sir?
02:52I'm waiting for it at the moment.
02:54I'm sorry?
02:55I'm waiting for it at the moment, sir.
02:56How old are you, sir?
02:57I'm 60 years old.
02:58When is the last time you've had a full-time job?
03:02Well, I was-
03:04Here, was it?
03:05Well, this weekend, actually, roofing-
03:08No, no, no, no.
03:10When was the last time you had a legitimate full-time job?
03:14I've been part of your tech for 20 years.
03:16I work with Just Energy.
03:17I had my own business for 10 years.
03:20I was actually a tech for 10 years.
03:23I went through a divorce that was litigated for four years and lost everything.
03:28But at one time, I made $200,000 a month.
03:33How do you eat now?
03:35How do you get money now?
03:38Just so happens, the thing is, I'm sorry I had these shorts.
03:41I got evicted, and this is all I have.
03:44This is what I have on.
03:45I apologize for that.
03:48How do you get money now?
03:49How do you survive?
03:52Clean parking lots, whatever I can do to eat.
03:57I'll appoint you a lawyer today.
04:00All I'm asking you to do is be nice.
04:02I'm not asking you to do anything crazier.
04:04All I'm asking you to do is follow the law.
04:06So if you are out of this apartment now, there's no reason for you to go back then, right?
04:13Have they evicted you?
04:15Okay, so don't go back then.
04:18I'll appoint you a lawyer today.
04:20All I'm asking you to do is be nice.
04:23That's it.
04:26So I'm going to have you go to Victoria, sign a reset.
04:29After that, I'm going to have you take a seat in the jury box.
04:31I'm going to find your lawyer.
04:33Do not leave until you sign these conditions, and at that point, we'll work with you.
04:36Okay?
04:38All you have to do is show up.
04:39If you show up, good things happen.
04:41That's it.
04:42All right.
04:43Please.
04:44Can you file no contact and no weapons, please?
04:51Surety bombs.
04:53Oh, surety bombs?
04:54Yes, sir.
05:06You were on bond for an assault of a family member,
05:09and you've now picked up another assault of a family member.
05:16Mr. Martinez, you're now facing another year in jail and or a $4,000 fine.
05:21We are going to do probable cause.
05:23You have the right to remain silent.
05:24Anything you say can and will be used against you.
05:28Wait a second.
05:32So he's on bond for an assault of a family member, and then it looks like in June of this year,
05:37he picked up an assault and an interference with a 911.
05:40So.
06:03Can we just go ahead and do probable cause on the two new ones, please?
06:07Yes, sir.
06:08The complainant and defendant are in a dating relationship.
06:11On April 13, 2024, officers were dispatched in reference to a 911 hang up
06:16with a female screaming on the line that then disconnected.
06:19No answers were received on callbacks.
06:21The complainant and the defendant had an argument about the defendant buying more alcohol.
06:25The defendant became aggressive towards her and started clenching his hands,
06:29making a fist with both hands, imposing and body in a threatening manner.
06:34The complainant attempted to back away and used her iPhone voice command to call 911.
06:38The defendant heard her attempting to make the call and attempted to take the phone away from her
06:44in order to hang up the 911 call in order to prohibit the complainant from requesting police.
06:48The complainant and the defendant both struggled for the cell phone
06:51when the defendant struck her on the mouth, causing pain.
06:54The defendant was receiving callbacks from 911 dispatch,
06:57and the complainant told the defendant to answer the phone because it was the police.
07:01The defendant did not answer and tried to go inside the residence with the complainant's phone.
07:05The complainant made another attempt to grab her cell phone from the defendant's hand
07:08so she could call 911, but the defendant would not release it.
07:11The defendant then left the scene with the complainant's cell phone,
07:14making the complainant unable to call 911.
07:20Is the complaining witness in the first assault the same complaining witnesses in your honor?
07:25Your bond is $1,501 on the first case, $1,500 on the second case,
07:30and then $1,000 on the third case.
07:33I think they're wholly insufficient.
07:37So, I'm now going to revoke those and I'm going to raise them all up.
07:42He goes with him.
07:45You need to put a whole host of conditions on him before he goes down.
07:50Send him down.
07:51Have a lawyer today.
07:52I know.
07:54Can we appoint Mr. Martinez a lawyer, please?
07:56Okay.
07:58He goes with you.
08:01Good morning, gentlemen.
08:02Good morning.
08:03How's jail?
08:08Miserable?
08:10Hopefully.
08:11I hope.
08:13All right.
08:14Both of you guys are wanted from another cell.
08:16I hope.
08:17All right.
08:18Both of you guys are wanted from another state.
08:24Shreya here, your lawyer is asking me to set you a bond.
08:27I don't know.
08:30The only thing that concerns me is if we let you out.
08:33Is our public safe?
08:34I don't know.
08:35I know that you guys are going to tell me you guys are like little tulips and rainbows
08:39and dumb drops and little bunnies jumping in the woods, right?
08:43But how you really look on paper is, you know, who you are.
08:48What you tell me goes in this year, goes out that year.
08:50It's how you look on paper and what it says on paper is who you really are.
08:55So we'll delve into that now and we'll see whether we should give you a bond or not.
08:59I don't know.
09:00So who do you want to start?
09:03Mr. Winston.
09:05Who's Mr. Winston?
09:07Okay.
09:08Mr. Winston, tell me about it.
09:09He's wanted out of Orange County, California for robbery, robbery, second degree and grand theft.
09:15Yes.
09:16And here in Harris County, he has three open cases in the 263rd for robbery, bodily injury,
09:22AFM and cheating and possession of marijuana.
09:24So he's wanted for two robberies in California?
09:27Yes.
09:28And then you pick up a robbery here, a choking case, a weed case.
09:35And you're wanted, I think.
09:36You want me to set you a bond?
09:39No, those cases are already being handled.
09:41It's getting handled.
09:42I got a court Thursday, that was being dismissed.
09:46You leave awake of destruction behind you, Mr. Winston.
09:50It's like, you're like, it's like the Tasmanian devil, man.
09:58I'm probably lazy, though.
09:59I didn't do any of those things.
10:01But the problem is, the allegations keep piling up.
10:05Wait, like, Warren, do you think I should set you a bond?
10:14Really?
10:17You really think I should?
10:27Okay.
10:28Mr. Warren.
10:30Warren is wanted out of Barfield County, Georgia for felony failure to appear on eight different charges.
10:39On eight charges?
10:40I can list the charges more specifically.
10:43The possession of a Schedule 1 controlled substance with intent to distribute.
10:47Possession of marijuana with intent to distribute.
10:49Fleeing or attempting to elude a police officer.
10:51Obstruction of an officer.
10:52Possession of drug-related objects.
10:54Speeding, distracted driving, failure to maintain.
10:57He also has criminal history that we're concerned about.
11:01He's been arrested on several different occasions out of
11:14Ohio for possession of drug offenses.
11:16And then he's also had a piece of case filed in California as well.
11:21Mr. Warren, you're wanted for eight different charges out of a different state.
11:26I'm sorry, guys.
11:27You got way too much baggage and way too much drama for me.
11:30I like to sleep at night and have enough trouble as it is.
11:33If I let you out, I'm going to have nightmares.
11:36Can I speak with Warren?
11:37Sure.
11:38Actually, two weeks before I got stopped in the traffic spot, I actually called Bartow to actually see if I could get back on that docket.
11:43So, I've been attempting.
11:44I have a business.
11:45I have a child on the way.
11:46I have a child on the way.
11:48So, I've been attempting.
11:49I have a business.
11:50I have a child on the way.
11:51I actually provide security and stuff, right?
11:53This is a commercial.
11:54So, I'm very passionate about that.
11:55So, I actually was already eager to get this done.
11:58The lawyer here told me that I don't have 14 days till my second trial.
12:01I want to have a forum with you guys.
12:02I definitely want to have a forum with you guys.
12:04I want to get this taken care of.
12:05What I would do, what I would do is the money that you would pay here to get out,
12:10I would save that and use that to go hire a lawyer where you guys are wanted from to fight the charges.
12:16That's what you need to do.
12:17Instead of spending money to try to get out here, to get over there earlier,
12:21use that money to hire a lawyer because both you guys are wanted for a lot of serious charges.
12:25The most important thing that you can have in your life now is a good lawyer.
12:29You spend money to get out and then you get yourself a crappy lawyer, what's going to happen?
12:34Right?
12:37That's what you got to do, man.
12:38So, yeah.
12:39Guys, way too much baggage.
12:41Sorry.
12:42Thanks, Angel.
12:46How's jail?
12:51Good.
12:52You're not supposed to like it.
12:54It's not supposed to be fun.
12:57It's there so that you learn, you know?
13:01What I have here is that you are, with us, you have been charged with failure to identify oneself
13:11while being a fugitive from justice.
13:13So you're facing up to a year in jail and or a $4,000 fine.
13:16You also have a felony on lawful carrying of a weapon in a prohibited place.
13:20On that case, you're being held at no bond.
13:22My question, though, is do you also have open cases at a state as well?
13:27I think I have an open case in Georgia, in Atlanta, but I'm not sure if it's open or not.
13:33Do you have lawyers on those cases?
13:34I'm sorry.
13:35So, Hunter here is asking me to give you.
13:40Well, Judge, I didn't realize there was out of state.
13:43I just thought there was out of county.
13:44I would just ask for a $500 bond.
13:47I'm willing to go lower on your bond, but if you have open cases at a county or at a state,
13:54I'm not going to give you a PR bond.
13:56I have out of county in Fort Bend, but when I first got here, they gave me a $1,000 bond
14:02and they said I could pay $300 for that in Fort Bend.
14:09So, let's do probable cause, because I don't know what's going on in your cases.
14:13You have the right to remain silent.
14:15Anything you say can or will be used against you.
14:17Okay.
14:18On the felon to identify.
14:20Please.
14:21On September 21st, 2024, on 1037 Zero Richmond Avenue in Harris County, Texas,
14:28officers were dispatched to a suspicious vehicle call.
14:32Officers arrived on scene and first observed a gray 2024 Nissan Sentra that struck a gas line pole.
14:41Officers observed the defendant asleep in the driver's seat of the vehicle
14:46while the vehicle was still on and running.
14:48Defendant was the sole occupant of the vehicle.
14:51Officers approached the defendant's vehicle and turned off the car and woke up the defendant.
14:56When coming into contact with the defendant, officers observed a strong odor of alcoholic breath on his person.
15:04Officers then detained the defendant for further investigation.
15:08While speaking with the defendant, officers asked for his personal information,
15:13which defendant declined to provide.
15:15Defendant declined to give his name or date of birth after many attempts of asking.
15:21While conducting an inventory of the vehicle, officers observed a loaded rifle magazine on the front right passenger floorboard.
15:28Officers also observed an upholstered loaded handgun tucked under the middle of the back seat.
15:35While running the found weapon through MDT, officers observed that it was listed as stolen.
15:41Officers tried to ID the defendant through AFIS after about an hour and a half.
15:48Defendant then provided officers with his name and date of birth.
15:51Officers discovered that the defendant had warrants and out on bonds for felony on lawful carry of weapon out of Harris County
15:58and for an accident involving vehicle in Fort Bend County.
16:06Alright, so Mr. McCollum, I'm going to find that there's probable cause to go forward on your case now.
16:11I'm awarding you as a condition of your bond not to be in possession of any weapons. Do you understand?
16:16Yes, sir.
16:17I don't want to talk about the case.
16:19You will get the opportunity to fight your case, just now is not that time.
16:24Right now, we're just talking about your bonding issues. Should we give you a PR bond? How much we should make your bond?
16:32If you do get out, I am awarding you to obtain a GPS monitor.
16:36I want you to know that. I mean, you're picking up cases like hopscotching with the states, man.
16:41Mississippi, Wyoming, Montana.
16:45At some point, it's going to catch up to you and it's not going to go well.
16:50You got to settle down, man.
16:55So, for right now, also it seems you're being held at no bond on that case.
16:59So, there's really nothing we can do at this point.
17:03I think 500 is a little bit too low, considering all this criminal history.
17:07I'm willing to go down, but I mean, I think 500 is a little bit too low.
17:11I'll cut it in half, 2,500.
17:28Do we know whether they're going to issue holds or anything on the fugitive cases?
17:33You know, the other thing is this, is that we probably should reach out to Mr. Kim
17:38to see whether the other states have been notified that we have him as well.
17:43You know, because that might be an issue as well.
17:46The idea is that you take care of it so that you take care of everything.
17:50That way, you can move on with your life. You know what I mean?
17:53If you have any questions.
17:55Okay. For now, we'll just, you know, put him back and then we'll go to the next one.
18:01Your felony case is set for Thursday.
18:03So, we'll set it for Monday.
18:05That way, we can determine what happened in your felony case and we'll go from there.
18:08Okay? All right. Good luck.
18:10Yes.
18:18Good morning, Mr. Cope.
18:20How's jail?
18:22I didn't do it.
18:24I didn't do it.
18:26I didn't do it.
18:28I didn't do it.
18:30I didn't do it.
18:32I didn't do it.
18:34That's cute.
18:36You tell me that every time.
18:38Every single time.
18:40Every time, Mr. Cope.
18:42Literally.
18:44Every single time.
18:46Hold on a second. Hold on.
18:48Let's pull you up.
18:50So, you and I started dancing about a year ago, right?
18:54You first, with me, picked up a discharging firearm.
18:59You picked up an assault.
19:01And then we let you out on bond for those, right?
19:03Then you picked up an aggravated robbery, arson, burglar habitation, possession of a controlled substance, and another arson.
19:09Right?
19:11And then, they put you on two probations for the arson and the possession of a controlled substance.
19:18Not a month goes by and you pick up a DWI with me.
19:23Somehow, some poof, miraculous way, you made bond on it, right?
19:28And now, you picked up another felony.
19:32And this one is a prohibited substance in a correctional facility.
19:35Another third degree.
19:38Can you tell me what happened on that case, please?
19:40On the felony case?
19:42Yes.
19:44On September 19, 2024, a New York Times-Texas extension command containment team entered cell block 2C2.
19:52The containment team removed the inmates from the cell block and special investigation unit entered 2C2 and began to search the inmates' property.
20:00An officer searched an inmate's commissary bag, which was later identified as defendant's.
20:06Officers found five white oval pills with three indented lines going down the pill.
20:13Officer was able to find commissary documents that had defendant's information.
20:19Officers obtained an APHIS photo of defendant and reviewed video footage.
20:24Defendant was observed attempting to hide the commissary bag when the containment team entered the cell block.
20:31From training and experience, officers were able to determine that the pills were Xanax pills.
20:36How could he possibly get Xanax pills in the jail?
20:41For judges like this, he had a violation of his probation.
20:46And he was picked up because of that, it's my understanding.
20:49He was picked up on a violation when they took him to jail and they...
20:53Where?
20:55He was hiding.
20:57It's interesting to find out where you would hide... How many pills were there?
21:01Five pills.
21:03How you would hide five pills.
21:06Where do they go?
21:09Hmm.
21:16Pretty stinky pills.
21:24You are on bond in this court now.
21:27And I'm now going to revoke your bond.
21:30Your bond with me now is at $10,001.
21:33And I'm now revoking your bond again, Mr. Cope.
21:36I don't know what we can do, but...
21:39You are begging for prison time, my friend.
21:43Absolutely begging for it.
21:49Okay, I guess, Mr. D., we'll just wait to play out what happens.
21:52He's got felony court on.
21:54And I'll tell you now, you're being held at no bond, Mr. Cope.
