00:00President Ferdinand R. Marcos Jr. conducted an inspection
00:04in the Pinsalan left by Hurricane Julian in the province of Ilocos Norte.
00:08Including the destruction of flood control infrastructure
00:13and how it will be resolved.
00:16The government agencies are sure to continue their response to the situation in the province.
00:23We have with us Kenneth Pachentel live.
00:27Kenneth.
00:31Yes Maan, President Ferdinand R. Marcos Jr. personally visited Ilocos Norte
00:37which is also one of the places here in Northern Luzon that was hit by Hurricane Julian.
00:44From Batanes, President R. Marcos Jr. immediately went to Ilocos to find out the situation
00:49following Hurricane Julian.
00:51President R. Marcos Jr. inspected Gabuday in Barangay Gabunorte in Lawag City.
00:56It collapsed because of the heavy flow of water caused by the rain caused by the storm.
01:01The reason is to give more than 200 meters of area of 400 meters of dike.
01:07That's why President DPWH immediately decided to fix it.
01:12Instead of stock protection, we will put a dam.
01:16What happened here is the water from inside
01:21pushed the dike outside.
01:26That's why it collapsed.
01:28We will change the design.
01:30We will make a road with stock protection.
01:37So that even if a big flood comes, the stock protection of the dike will not be pushed.
01:43In the situation briefing, the President was asked why the flood control infrastructure collapsed
01:48like Gabuday, which has been there for a long time, just happened now.
01:53This is still my time.
01:55The other stock protections here are strong.
01:59When it changes, it doesn't break.
02:02That's why it's broken now.
02:04The riverbed is silted, so there is a tendency for the water to overflow.
02:09That's also what the President noticed when he did an aerial inspection earlier in some places in Ilocos.
02:15It's something that he should immediately address to avoid environmental issues.
02:20I was surprised when we were flying.
02:23The siltation here is too much.
02:26We have to do something.
02:28But we'll figure something out.
02:31I'll talk to whoever we can.
02:33We can talk to who can help us.
02:35Because I don't remember the rivers being that shallow before.
02:40I've never seen them this shallow.
02:44In all the time that I spent here in Ilocos.
02:49And they've been silted for a long time.
02:51There are trees already.
02:53So it really didn't dredge.
02:58I think that's the main problem that we're facing.
03:02It's the siltation.
03:04And that's what's causing all of this damage that we're seeing.
03:10That's the root.
03:12I think that's the root problem.
03:13That's the one that we have to attend to.
03:31I'll look for people who can help us.
03:35I will talk to some of the big companies who specialize in doing this.
03:42Maybe we'll have to import equipment from China, from Taiwan, wherever.
03:51San Miguel has a new machine. It's huge.
03:56Maybe it will fit us.
03:58Maybe we can put it here.
04:01And then I think your idea, government, of chopping up the areas.
04:08So that everyone, we can assign already somebody for each area.
04:13Almost at the same time.
04:15It will be almost at the same time.
04:19That's the thing that we have to do now.
04:21The President also directed the distribution of cash assistance for the beneficiaries of the DSWD,
04:28of which hundreds received P3,000.
04:31He also announced that starting Monday,
04:34the DSWD will distribute P10,000 of cash assistance
04:38to qualified individuals affected by the typhoon.
04:41Various government agencies like the DA, DSWD, DILG, and others
04:47continued their assistance in the situation in Ilocos Norte,
04:51especially in the need of affected residents.
04:58Earlier, President Marcos Jr. also received financial assistance from the government of Ilocos Norte.
05:05He received a check worth P100 million from Governor Matthew Manoto
05:11that the province can use for their rehabilitation efforts.
05:15Here is the latest. Back to you, Maan.
05:18Thank you very much, Kenneth Paciente.
