Question marks before first ‘Council of the Nations and Regions’ meeting

The new Council of the Nations and Regions is aimed at improving communication with all parts of the United Kingdom, which has been very much welcomed by many, but others question why the supposed direct link between the First Minister and Prime Minister hasn’t come as promised.
