00:00After the COC's selection of the candidates for the upcoming Hatol ng Bayan 2025,
00:06some questions like, what is democracy?
00:10Who has the right to be a candidate?
00:14And is it just for the rich, educated, and experienced?
00:18That's what Professor Antonio Contreras is questioning from Punto de Vista, Professor.
00:22Thank you very much, Dayan, and good morning.
00:31We can now see the list of candidates for the 2025 National and Local Elections.
00:43And many are not happy with the list.
00:47Many are commenting, why is this person a candidate? What right does he have?
00:51Why is he like this? He has no experience. Why is he like that? He doesn't know how to do it.
00:58What is democracy? Who is it for? And who has the right to run?
01:05Our Constitution is clear.
01:08Everyone has access to democracy. Democracy is for everyone.
01:13And the current laws in our elections are based on qualifications.
01:19And the person in charge here should know how to read and write in order to be a candidate.
01:24And in different positions, there are requirements that he must be a Filipino citizen, of course.
01:29He has residency for a particular period, and there is no conviction or saying that he is prohibited,
01:37that he has a perpetual disqualification.
01:40Aside from this, no matter who you are, whether you are poor, rich, handsome, or not,
01:48whether you graduated from college or not, you can be a candidate.
01:52So many will ask, why is it that in an administrative position, a simple security guard, a simple worker,
01:58you will look for requirements for a high school graduate, or a commencement college graduate,
02:03or even a board passer?
02:06Because this is how it is. Our state is divided into two, the political and the administrative.
02:13The administrative state is the one that should help implement the law, implement the programs,
02:20and it needs to be good at the technical aspect.
02:23If you are a security guard, you should have a qualification to be a security guard.
02:27If you are a teacher, you are a board passer, and so on.
02:30And here, people are not discriminated against.
02:34So we should be rigid in screening them.
02:37The political positions, these are the positions that are held by people,
02:41and the assumption is that people should always think rationally.
02:46What is important to them is the people.
02:50So they don't need to have experience, they don't need to have a degree,
02:55as long as they know how to write and read,
02:59for them to run.
03:02Because the assumption here is that the people will build it for them,
03:08the people will build it for them.
03:13So that is the requirement.
03:15If they are able to think rationally,
03:18in a rational way of thinking of voters,
03:20that is enough for democracy.
03:22Because for them, their job is to represent or embody the interests of the people.
03:29And you don't need to have a college degree.
03:32You don't need to be rich to know what the interests of the people are.
03:37That is the assumption.
03:39And every three years, every six years, depending on the position,
03:42they will be held again.
03:44And they can be removed or suspended at any time during elections.
03:49So the point here is this.
03:53Administrative positions have rigid requirements.
03:57Because they are not voted by the people.
04:00Those political positions,
04:02that is the requirement,
04:04that you are qualified, that you know how to read and write,
04:07because you are judging the people.
04:09So what am I pointing out here?
04:11It is up to the people.
04:13It is in the hands of the people to decide if this will be hired or fired.
04:18That is why we are always banned.
04:21You cannot vote without knowing that.
04:24You cannot vote without experience.
04:26So the question is, are you doing your job right as a voter?
04:31Are you really counting those people?
04:33Are you really weighing those people?
04:35Don't complain if the elected officials are not qualified.
04:39As we said in political science,
04:41we get the government that we deserve.
04:43It is up to you,
04:45it is in the hands of the voters.
04:47It is up to your power.
04:49You are the one hiring those people.
04:51So be careful.
04:53Look carefully at their qualifications.
