00:00Many are asking, what is the real purpose of hearings in Congress, in the Senate, and in the House of Representatives?

00:11I have already answered this before and I will repeat it.

00:15There are two purposes.

00:17The first is in aid of legislation, and the other is to perform its oversight functions.

00:25What is an oversight function?

00:27This is what the Congress is discussing on how the laws are implemented,

00:34and how the money allocated by the Congress to government agencies is spent,

00:41because the General Appropriations Act is also a law, and that is the budget of the government.

00:48In aid of legislation, this is about the hearings that look at the problems that are lacking in the law,

00:58and that there should be laws to address.

01:02They also look at the existing laws to see if they need to be changed.

01:09That is why many are asking, why should there be a hearing on the alleged sexual harassment against an actor recently?

01:22While it is clear that we already have many laws on sexual harassment,

01:28we already have many laws on the Safe Spaces Act,

01:32and many companies are doing it, not just the media, TV networks, ABS-CBN, GMA-7, and TV5.

01:45There are many policemen who are investigating the sexual harassment,

01:52because I will tell you, there are enough laws already.

01:59I know this because when I was working in my former university,

02:04where I was the president of the Faculty Association,

02:07I was part of the planning of the procedures, and the Safe Spaces Act is a law.

02:16So the question is, what is the purpose?

02:23Shouldn't we protect the mental health of the victims?

02:29Shouldn't the hearings be confidential and secret?

02:37Shouldn't we look at the rights of the harassed and molested?

02:45Why is it that the person, the victim, continues to force himself to go to the Senate,

02:51and speak and bring back to his mind and memory what he went through?

02:58There are cases that were filed against the suspects of harassment and molestation.

03:06Shouldn't we let the courts handle this?

03:12I repeat, in aid of legislation, because there is a lack of law.

03:19So if the law is enough, and there are processes already in place,

03:25what is the point of these hearings?

03:29What is the point of re-revealing to the public what the victim went through?

03:40What is the purpose of this?

03:42To embarrass? To ridicule?

03:46I hope that our Senators and Congressmen will think about their hearings.

03:55Is this in aid of legislation? Is this an oversight function?

04:01Because if not, this is a big violation of their responsibilities.

04:12According to the law, according to the law, and according to the law of reciprocity.
