00:00Screening for those who have signed up for their Certificates of Candidacy for the 2025 elections and other updates on the upcoming elections,
00:09we will be talking with Director John Rex Laudianco, the spokesperson of the Commission on Elections.
00:16Director Laudianco, good afternoon.
00:20Good afternoon, Ma'am Nina, and to all of our viewers, Commissioner Dumaging, Director Henson, good afternoon.
00:26Now that the filing of the COC for those who have signed up for the 2025 elections is over,
00:32when do you expect the screening for these candidates to end?
00:36And what are the considerations of COMELEC in the screening of the COC?
00:43Before the end of this month, around October 29,
00:47COMELEC will release on our website the initial list of candidates who have filed for the COC.
00:55However, this does not mean that if your name is there, you will be the last candidate in the upcoming elections.
01:03Let us remember, this month of October, we will receive different types of cases,
01:09such as the petition to cancel or deny due or to the COC of those who question their qualification,
01:15such as age, being a Filipino citizen, residency, literacy requirement, and being a registered voter.
01:22Here, we expect that those who question their disqualification,
01:28such as those who have a perpetual disqualification in court,
01:32or those who violate the laws and regulations that may cause disqualification.
01:38And you can expect that within 5 days,
01:41the COMELEC Law Department will file a petition to declare a nuisance candidate
01:47to the candidates that we have seen that they do not know their position.
01:53They have no true or bona fide intention to run for the election.
01:58They will just make trouble in the election.
02:00They will put into mockery the election process and above all,
02:03those who have bad intentions, confuse the voters,
02:06and steal votes from the black candidates because they will use the same name.
02:13Director, it is also not allowed to declare a nuisance candidate
02:17even though there is no financial capacity nationwide according to the Supreme Court.
02:23Please explain this, sir.
02:27That's right, Director Henson.
02:29It is clear that our Supreme Court has declared that in the next two cases,
02:34Norma Romárquez v. Colón,
02:37it is not allowed to declare a nuisance candidate even though there is no financial capacity.
02:43We can say that there is no political machinery,
02:46there is no political party, and above all,
02:48not because they are not well-known in the society,
02:51they will immediately become a nuisance candidate.
02:54So now, they will really limit the determination
02:57of whether the candidate really has a bona fide intention.
03:01Does he really intend to run for that position?
03:05Because we have seen that the things he promises and says
03:10are not in line with the position he is running for.
03:12He may not fully understand the work of that position.
03:17Lastly, as mentioned, a bad-natured nuisance candidate
03:21will really put into mockery the election process,
03:25those who just want to be famous and steal votes.
03:29Director, how big is the total number of candidates
03:32that the COC has hired for the upcoming election?
03:35Specifically, how many senatorial candidates have been hired in the party list?
03:42Here in AS-IS, we have received 184 certificates of candidacy for the senator.
03:50This is the highest in recent years because in 2019,
03:53we only received 153.
03:56For the 2022 elections, we received 176,
04:00and as you can see now, 184.
04:02This is the highest number of COCs hired.
04:05For the party list, we have hired 190 certificates of nomination and acceptance.
04:12Compared to the previous elections,
04:14this has decreased a bit because in the 2022 national and local elections,
04:19we hired 270 candidates.
04:22Overall, for the 18,280 elective positions for the May 2025 elections...
04:33We have a communication problem with Director Laudianco.
04:37He cut off.
04:39But we found out that this is the highest number of senatorial aspirants.
04:44And a bit for the party list.
04:46Yes.
04:47Yes.
04:48Okay.
04:50The Philippine National Police also has a recommendation.
04:53What is this?
04:57Okay.
04:58We will go back to Atty. Rex later.
05:01But have you thought of who you will vote for in the election?
05:08Not yet.
05:09There are a lot of candidates.
05:10A lot, right? I'm confused.
05:12We still need to research their advocacy.
05:18And we should not just believe what is posted on social media.
05:22That's right.
05:23Without verifying the information.
05:26How many will be the final candidates?
05:29Yes.
05:30Candidates, right?
05:32Yes, candidates.
05:33Candidates for senators.
05:34Especially, there are a lot in the Supreme Court decision.
05:37So maybe there will be more candidates because it is prohibited to disqualify based on the reasons mentioned earlier.
05:47Okay.
05:48Let's go back to Atty. Rex.
05:53Is he here?
05:54Atty. Rex, you're back.
05:57Good afternoon, Ma'am Nina.
05:59We are talking about the 180 plus candidates for senator.
06:05How many will be the candidates in the final list?
06:11We will look into it.
06:13We cannot say it now.
06:15Because first of all, there are some that we think will be declared as wisense candidates.
06:21And there are also some that we think will face either a petition to cancel COC or what we call a petition for disqualification.
06:30So, let's wait for the commitment of Chairman Garcia and the Commission and Bank.
06:34All of the cases that we will receive will be resolved this month of October at the division level.
06:42And if there is still an appeal to the Commission and Bank by a motion for reconsideration,
06:47it will be finished by November.
06:50By December, the list of candidates that will not be able to obtain a temporary restraining order from the Supreme Court is final.
06:58We will be able to remove them from the list and we will be able to print ballots.
07:04Last time, how many senatorial candidates will we have?
07:12Attorney?
07:14Yes.
07:15We expect to reduce it to 184.
07:19COMELEC will ensure that all of the no-wisense candidates will be removed.
07:23We will be able to remove those who have issues with qualifications and who have issues with possessing disqualification.
07:30And we are saying that the only thing that can stop COMELEC from executing their decision is our TRO from the Supreme Court.
07:39And we can see that based on our experience, if there is a case that goes to the Supreme Court,
07:45the action of our Supreme Court will be pleased and in time.
07:48Now, we are also updating our Supreme Court so that they will know the timelines of COMELEC so that we can prepare our case to the Supreme Court.
07:59We are also asking for an update on the material misrepresentation case of COMELEC against former Bamban Tarlac Mayor Alice Guo.
08:08What is the latest about this?
08:11The resolution of COMELEC has been released and it has been decided that the COMELEC Law Department has adopted a recommendation
08:18to file a material misrepresentation case against former Mayor Alice Guo.
08:24This is because of his lie to his COC that we know that he was accused.
08:30We expect that this case will be filed in the court when the resolution of COMELEC becomes final and executory.
08:36The motion for reconsideration of former Mayor Alice Guo's camp in the Commission and Bank can be requested.
08:43Since this is a part of the due process, you can expect our updates on the events here.
