00:00Poroc, Pampanga Mayor Jaime Capil has no excuse at all for his and his men's failure in relation

00:06to business permit of the Lucky South 99 and turning a blind eye to address reported crimes

00:12inside the establishment. Hence the mayor, his deputy and at least 10 others in the local

00:18council have been temporarily suspended as our Rod Laguzad reports.

00:24The office of the ombudsman has suspended the officials of the municipality of Poroc in

00:29Pampanga for six months due to gross neglect of duty related to Lucky South 99 developing

00:34offshore gaming operator that was raided in the municipality. Included in the suspension

00:38are Mayor Jaime Capil and Vice Mayor Francis Lawrence Tamayo along with the eight councillors

00:43of Poroc, Pampanga. Emerald Vital, the licensing assistant and officer in charge of the business

00:47permit and licensing office back then has also been suspended. The suspension order stemmed

00:52from a complaint filed by the DALG where it says that Mayor Capil failed to inquire on the

00:57regularity of documents for the business permit application of Lucky South 99. The department said

01:02it was evident that Capil neglected his duty when he issued the business permit based on Vital's

01:07recommendation until December 31, 2023 even though its PAGCOR license was only valid until October

01:1327, 2023. The DALG also said that Capil failed to act on the business permit of Lucky South 99

01:19after its PAGCOR license had expired as well as neglecting to address reports of crimes within

01:23the establishment. Vice Mayor Tamayo and the council also failed to enact an ordinance or

01:28resolution to curb crimes at Lucky South 99. According to the office of the ombudsman,

01:32there is sufficient basis indicating a strong evidence of guilt against the Poroc LG officials.

01:38The ombudsman said the preventive suspension is to avoid any potential influence on the case.

01:42The order is immediately executory for which they will not receive any salary. Last June,

01:47PAOC conducted an operation in the Pogo in Poroc, Pampanga during which over 200 individuals

01:52including Filipinos, Chinese and other nationalities were rescued.
