00:00Before the break, retired police colonel Roina Garma assured former President Rodrigo Duterte

00:10that he will implement the Davao model of the anti-drug campaign.

00:13She said that after listening to the Quadcom on camera tonight.

00:17I received a call from the President, Rodrigo Roa Duterte, at approximately 5 a.m.

00:27instructing me to meet him at his residence in Tuna, Luisana, Davao City.

00:33During our meeting, he requested that I will locate a PNP officer or operative who is a

00:42member of the Iglesia Ni Cristo, indicating that he needed someone capable of implementing

00:49the war on drugs on a national level, replicating the Davao model.

01:06The Davao model referred to the system involving payment and reward.

01:14Garma also said that there are three levels of payment for the Davao model.

01:19The first level is when a suspect is killed.

01:21The second level is to fund the planned operations or co-plans.

01:25And the third level is the refund for attending the operational expenses.

01:30Garma also mentioned that she signed an affidavit.

01:34This happened in May 2016, a month before Duterte took office.

01:39Garma also mentioned that her upperclassman is the National Police Commission Commissioner,

01:44Edilberto Leonardo, whom she recommended to implement the Davao model.

01:50Leonardo also prepared a proposal that was sent to Senator Bong Go.

01:55The proposal outlines the operation of the task force in Luzon, Visayas, and Mindanao.

02:02Leonardo was the one who gave the briefing to all the chiefs of PDEA,

02:08Intelligence Group, Regional Director, and PNP chiefs about the operations.

02:12And if someone died, it was reported by Leonardo to Go.

02:16Leonardo was the one who asked the final authority to determine who will be included in the list

02:22of drug personalities and classifieds at their threat level.

02:26We are still trying to get the names of Duterte, Leonardo, and Go.
