00:00Allegations, especially those that are quite damaging, needs, above all else, corroboration,
00:05especially by one who has intimate knowledge of the illegal endeavor.
00:09This is quite apt for the allegations revealed during the conduct of the House Quad Committee
00:14hearings.
00:15That's why concern agencies are poised to conduct their own probes to ascertain whether
00:19these are merely part of a ploy to discredit certain political figures or are actually
00:24true.
00:25Madalas Moras has more.
00:30The House Quad Committee is ready to release a partial committee report about their hearings
00:35on illegal pugos, illegal drugs, and alleged extrajudicial killings during the previous
00:39administration for perusal of other government agencies that will also launch a probe on
00:45the matter.
00:46According to Quadcom Lead Chair Robert Ace Barbers and Co-Chair Bienvenido Abante, Jr.,
00:51the initial report will possibly contain the revelations made by former PCSO General
00:56Manager and retired police Col. Ruina Garma.
00:59The partial committee report perhaps would be using the affidavit of Col. Garma on the
01:08reward system actually because that's what we're looking for, if there's a reward system
01:14here.
01:15Last Friday, during the eighth hearing of the Quadcom, Garma revealed what she knows
01:25about the war on drugs, including the alleged reward system for police officers who supposedly
01:31kill drug suspects.
01:33There is a corresponding amount per level Mr. Chair.
01:37The level one is 50k for the pusher, if the pusher is killed.
01:47If it's a big-time pusher, that's level two, 100k, and if it's narco-cops, narco-politicians
01:56or protectors, that's 300 to 500k.
02:00And if it's a trader, manufacturer, chemist, ninja cops, or financiers, that's level four,
02:091 million, the reward if they're killed.
02:12Is that familiar to Col. Garma?
02:14There's an amount, Mr. Chair, from what I understand, starting 20,000 to 1 million,
02:20but I'm not familiar with the bracketing.
02:24According to Barbers, they will thoroughly scrutinize Garma's testimony.
02:28The committee is also open to hearing the side of former President Duterte if he wishes
02:33to appear before the QUADCOM, as well as to Senators Bongo and Bato de la Rosa, who are
02:38also implicated in the issue.
02:40We at the QUADCOM, it doesn't mean that we believe 100 percent of what's being said.
02:50There must be a corroboration.
02:52Either a corroboration from another witness or at least a documentary evidence that will
02:58corroborate the testimony or the revelation of Garma.
03:02Senator Goh and Senator de la Rosa have already pushed back on Garma's statement,
03:07insisting there was no reward system back then.
03:10On the part of the Philippine National Police, PNP chief Romel Marbil has called on former
03:15police chiefs during the implementation of the illegal drugs war to clarify their participation in it.
03:20Marbil said they are taking all this allegation seriously while also assuring their commitment
03:25to human rights and accountability.
03:27Even the newly minted DILG Secretary Juanito Victor Remulia said they will spare no one
03:33in their investigation.
03:35They're innocent until proven guilty.
03:37So we must not judge them already according to the testimony.
03:43They have to go through the process.
03:45However, having said that they're innocent until proven guilty, there are no sacred cows
03:51in this institution and in this investigation.
03:54Anyone who is guilty, anyone who's found guilty, anyone will be treated like any other person
04:03or treated of such.
04:05They will be accorded no special treatment.
04:07They will be accorded no special privileges.
04:10Everyone will face the full consequence of the law and the full powers of the PNP and
04:14the institutions of the DILG.
