00:00Today at this summit we are sending a message for all to hear. We're ending years of instability
00:07and uncertainty. We are bringing investment and jobs back to this country. Britain is open for
00:14business once again. Now I understand that for every business stability is the foundation of
00:24success. In the next fortnight I will be finalizing my first budget as Chancellor of the Exchequer
00:33and the situation that we have inherited mean that we face difficult choices.
00:40The first step that we must take to grow our economy is to restore fiscal and economic
00:46stability because balancing the books by ensuring that we do not borrow for day-to-day spending
00:53is not anti-investment. In fact it is the only way to ensure that government
00:58and business can invest with confidence.
