00:33That was the call of President Ferdinand R. Marcos Jr. during the formal opening of the 2024 Asia-Pacific Ministerial Conference on Disaster Risk Reduction or APMCDRR.
00:44In his speech, the chief executive emphasized the need for Asia-Pacific countries to be prepared for a climate-resilient future.
00:51He also stressed the importance of laying down guidelines to ensure that disaster risks due to climate change will be reduced.
00:59As we chart our course to a more inclusive and resilient Asia-Pacific, let us draw inspiration from the stories of resilience that are embedded in our region.
01:09This conference presents us with a grand opportunity to send a powerful message to the world.
01:17The Asia-Pacific is not only prepared to overcome the trials of tomorrow, we are also ready to lead in disaster risk reduction and climate action.
01:27The president also pointed out it is high time for countries to double their efforts in implementing the Sendai Framework,
01:33an international document for risk reduction aimed at strengthening the resilience of nations.
01:38Alongside, he stressed the importance of unity among countries in the region to address the impacts of climate change.
01:44It also remains crucial to align our goals under this framework with the 2030 Sustainable Development Goals,
01:51the United Nations Framework Convention on Climate Change, and the Paris Agreement.
01:57We must harmonize our approaches and pursue meaningful actions under these mandates to secure a sustainable and climate-resilient future.
02:07He also mentioned the importance of continuing to increase investments in climate financing.
02:12Thus, the president warmly accepted the Philippines' role as host of the Loss and Damage Fund Board to give a voice to countries most often affected by climate change.
02:20We must significantly increase our investments and develop financing mechanisms in disaster risk reduction.
02:29Sustained and predictable data and financing would help address disaster risk better.
02:38This entails ensuring that developing countries, particularly the least developed countries, landlocked countries,
02:45and small island developing states are provided greater access to these resources to advance their policies and build disaster resilience.
02:54This is the first time the Philippines hosts the APM CDRR, which will last until Friday,
02:59with an estimated 3,000 high-level delegates, including ministers and policymakers, expected to attend.
