00:00In the past few years, the Philippines seems to be struggling with the assessment of what our students are learning.

00:08That is the main goal of the Academic Recovery and Accessible Learning or Aral Program Act

00:13that was signed by President Ferdinand R. Marcos, Jr.

00:16That is what Noel Talacay wrote.

00:21As a father, education is the most important gift that we can leave to you.

00:27This is the message of President Ferdinand R. Marcos, Jr.

00:31when he passed the Academic Recovery and Accessible Learning or Aral Program Act.

00:36The President said,

00:37Education cannot be compared to anything else.

00:41This is what will push a Filipino child to be successful in life and to be a good citizen of the country.

00:49There is no material thing that can be compared to the value of education.

00:54This will give you the ability to face any challenges in life and to serve our country.

01:02This will also meet the needs of students to have a quality education.

01:11With the signing of the Aral Law, we embark on a definitive journey to champion the right of every Filipino child to quality education,

01:19ensuring as well that it is accessible to all.

01:23In 2018 and 2022, the Philippines ranked last in the world in the Program for International Student Assessment or PISA.

01:32In 2023, the Philippines ranked 54th in the Global Knowledge Index.

01:39According to the President, this is not a careless act,

01:42so he took the necessary steps to change it.

01:46This disheartening trend remained alarmingly the same,

01:49highlighting the urgency of the learning crisis that we confront today.

01:54It is imperative, therefore, that we acknowledge this massive challenge,

01:58determine the necessary steps, and prioritize the implementation of learning interventions.

02:05The Senate President Francis Chiz Escudero, House Speaker Martin Romaldes,

02:13Education Secretary Sani Angara, Senator Sherwin Gatchalian,

02:17and other members of Congress and officials of the DepEd witnessed the passage of the Aral Program Act.

02:21But how will the Aral Program Act be implemented?

02:25Yes, it is like a tutorial. It is like a mentor mentee.

02:28So it is also a tutorial.

02:30Because we really want to individualize as much as possible.

02:35If we see that there is a need for help for students,

02:39let's intervene immediately. Let's not wait for the end of school year.

02:42He also insisted that this will not be an additional job or training for teachers.

02:48He will do this within the school year.

02:51The parents and guardians of the students will also participate.

02:57If this happens for the first time, it will be more voluntary.

03:01There will be additional compensation and upskilling.

03:05The tutorial session can be held face-to-face, online, or blended.

03:10The law also aims to encourage out-of-school youth to return to school.

03:16This is also the case for DILG, DICT, and LGU.

03:20The Aral Program Act will become a law.

03:2315 days after it is published,

03:25the goal is for the country's students to have additional knowledge and skills

03:30when it comes to reading, mathematics, and science.

03:34This will be implemented from Grade 1 to Grade 12.
