As tensions mount over the ongoing conflict in Ukraine, the United States has issued a stark warning regarding the potential involvement of North Korean troops in the war. According to John Kirby, spokesperson for the National Security Council, around 3,000 North Korean soldiers have reportedly travelled to Russia for training. Kirby emphasised that if these troops engage in combat against Ukraine, they would be considered "legitimate military targets" by U.S. forces. The Pentagon has expressed concern over the implications of North Korea's involvement, with Defense Secretary Lloyd Austin noting that the presence of North Korean servicemen in Russia raises significant security issues. 00:00As you all heard earlier this morning, we have seen the public reporting indicating
00:26that North Korean soldiers are traveling to Russia to fight against Ukraine.
00:30We are working closely with our allies and partners to gain a full understanding of this
00:34situation, but today I am prepared to share what we know at this stage.
00:39We assess that between early to mid-October, North Korea moved at least 3,000 soldiers
00:45into eastern Russia.
00:47We assess that these soldiers traveled by ship from the Wonsan area in North Korea to
00:52Vladivostok, Russia.
00:55These soldiers then traveled onward to multiple Russian military training sites in eastern
00:59Russia, where they are currently undergoing training.
01:04We do not yet know whether these soldiers will enter into combat alongside the Russian
01:08military, but this is certainly a highly concerning probability.
01:15After completing training, these soldiers could travel to western Russia and then engage
01:20in combat against the Ukrainian military.
01:24We have briefed the Ukrainian government on our understanding of this situation, and
01:27we are certainly consulting closely with other allies, partners, and countries in the region
01:32on the implications of such a dramatic move and on how we might respond.
01:37I expect to have more to share on all of that in the coming days.
01:41For the time being, we will continue to monitor this situation closely.
01:46But let's be clear.
01:48If North Korean soldiers do enter into combat, this development would demonstrate Russia's
01:52growing desperation in its war against Ukraine.
01:56Russia is suffering extraordinary casualties on the battlefield every single day, but President
02:01Putin appears intent on continuing this war.
02:05If Russia is indeed forced to turn to North Korea for manpower, this would be a sign of
02:10weakness, not strength, on the part of the Kremlin.
02:12It would also demonstrate an unprecedented level of direct military cooperation between
02:17Russia and North Korea, with security implications in Europe as well as the Indo-Pacific.
