00:08But that's the proverbial problem of the Bicol River Basin.

00:15That's why we really need to think about what are we going to do in the long term

00:21because you cannot expect any changes.

00:26The next time it rains, it will be the same situation all over again.

00:31So we have to find a long term solution.

00:33I was studying this and I found that in 1973,

00:40there was the Bicol River Basin Development Project.

00:46That's the only thing that wasn't completed.

00:49In 1986, when the government changed, the project was lost.

00:55So it was stopped.

00:57So we have to revisit it now.

01:00The conditions are different now.

01:02With the advent of climate change, now we have to focus specifically on flood control.

01:09The others, we have a lot of plans for the rest of it,

01:12but we have to focus now on flood control.

01:16But we cannot have this much water.

01:18We really cannot.

01:19Because there is no forecast like this.

01:24Climate change is all new.

01:27So we have to come up with new solutions.
