00:23point. These are unprecedented circumstances. But the budget that

00:35in our public services and prevent a disastrous path for our public finances.
00:41That's the reality of what would happen if we'd stuck to Tory spending plans and
00:47it's why we never, unlike the opposition in 1997 and 2010, committed to the same
00:54spending plans.
