00:00After heavy flooding in many places like Baguio-Christine, the question arises again, where did the billion-billion-peso fund go for flood control projects?
00:11We have first news from Macky Pulido.
00:17This is how bad the flood that was pushed by Baguio-Christine in a large part of Cabiculan.
00:22The Bicol River Basin Development Program couldn't handle the heavy rain so the flood reached many places in Camarinas Sur.
00:31So the question arises again, where did the billion-billion-peso fund go for flood control projects?
00:39Senate President Cheese Escudero allocated 291.2 billion pesos for flood control projects in the 2023 National Budget.
00:48This amounted to P353 billion in the 2024 National Budget and for 2025, P303 billion for flood control projects.
00:59This will increase the budget of DPWH and other agencies in the Senate plenary debate.
01:06DPWH said that there are flood control projects and some are still being completed.
01:11This is helpful for normal rainfall but the people of Baguio are already talking about other things because of the climate change.
01:18The flood control measures that have been implemented over the years would not have expected the rainfall in less than 24 hours that could have been distributed in three months' time or four months' time.
01:34It will focus on that one point in time.
01:36According to Maharlag May of Project NOAH, a nature-based solution should also be studied.
01:41It is important not to build any structure on a normal waterway and to plant more trees.
01:50Put a thick forest cover so that the water does not flow down.
01:55Less erosion, less siltation.
02:00If there are more trees, it will absorb more water.
02:04Do not make the river caved in.
02:06Even the floodplains need to be preserved.
02:09Disaster management is a big challenge in cities, especially when the floodplains are already built.
02:14That is why May added that the study of decongestion or reducing the population in the cities should be done.
