Women’s participation as board members in the top 100 companies listed on Bursa Malaysia and government-linked companies (GLCs) has risen significantly, reaching 32.2 per cent as of Oct 10 compared to 25.5 per cent in 2021.

Women, Family and Community Development Minister Datuk Seri Nancy Shukri said that female board representation in other companies also increased from 16.9 per cent in 2021 to 25.4 per cent last year.

00:19Minister of Women, Family and Community Development.
00:23Thank you, Your Honour. Thank you, Honourable Speaker.
00:26Your Honour, the Government through the Ministry of Women, Family and Community Development, KPWKM,
00:31has always supported women's participation in leadership and decision-making,
00:38including as a director.
00:41For your information, the Government has set a target of at least 30% of women
00:47in the decision-making ranks in the public sector in 2004.
00:52This affirmative action has been taken into account in the development of Malaysia's 9th Plan, RMK9.
00:59Subsequently, the Government has announced a base area of at least 30% of women
01:05in the decision-making ranks in the private sector in 2011.
01:10This reflects the Government's commitment and recognition of women's contributions
01:15as well as implementing various initiatives to close the gender gap
01:21and empower women's participation in decision-making.
01:26To support this base area,
01:28especially in realizing the desire to achieve 30% of women's participation as a director.
01:34During the 2020-2022 budget,
01:38the Government has announced the need for all public companies
01:43that are listed in the Malaysian Stock Exchange to reach at least one female director.
01:50The empowerment of this initiative is carried out in stages.
01:54The first phase involves large companies with a market capital of RM2 billion
01:59and above, starting on 1 September 2022.
02:03While for other companies, it starts on 1 June 2023.
02:08In addition to that, to further support the implementation of this initiative,
02:13Suruhanjaya Security has added the Malaysian Code on Corporate Governance, MCCG 2021,
02:24by introducing a statement to encourage public companies that are listed
02:29to ensure that their directors are made up of at least 30% female directors.
02:36As a result of this base and initiative,
02:38there is a significant increase in women's participation as directors
02:43in 100 top companies listed in the Malaysian Stock Exchange,
02:47or with the permission of the Top 100 PLC Public Listed Companies,
02:51from 25.5% in 2021 to 32.2% on 10 October 2024.
03:01This statistic also includes listed government-related companies or JLCs.
03:08Meanwhile, for other companies,
03:10this percentage also increased from 16.9% in 2021 to 25.4% in 2023.
03:20The impetus for this achievement exceeds the government's target in the 12th Malaysia Plan,
03:26which is 30% women as directors by 2025.
03:31This achievement also received international accolades.
03:35At that time, I and the Malaysian delegation defended the sixth state report
03:40under the Convention on the Elimination of All Forms of Discrimination Against Women, or CEDAW.
03:52On 22 May 2024 in Geneva, Switzerland.
03:57In addition, this initiative also succeeded in obtaining recognition
04:01through the Ministerial Award at the 2023 Global Summit of Women in Dubai, United Arab Emirates.
04:09I urge all parties to work together to realize the government's aspirations.
04:17We, KPWGM, are committed to continue the efforts, advocacy and encouragement
04:22so that all parties are committed in this matter.

05:14Actually, Mr. Speaker, contrary to the good achievements that I shared just now,
05:20it cannot be denied that the percentage of women's involvement in politics remains a challenge.
05:27This can be seen through the representation in the parliament.
05:30And in addition to that, what Mr. Matt mentioned earlier about expanding from JLC to PLC,
05:37that has indeed become our effort.
05:40Because of that, we work together with the Ministry of Finance to ensure that
05:46apart from one person, at least one person becomes the Director General,
05:52apart from that, we also want to see more achievements.
05:57However, we have also seen what has been achieved by the government at this time,
06:01where more than 30% have held positions in decision-making,
06:09positions with permission.
06:11And in addition to that, Mr. Matt, I would like to share here that
06:15on March 3, 8 months ago, when we celebrated Women's Day in Terbangsa,
06:25we asked for the initiative of Mr. Matt, the Prime Minister,
06:31to order us, the Ministry, to hold a programme called Women's Leadership Summit 2024,
06:44and it has been approved.
06:46And now, the programme covers everything, not just in terms of economy,
06:53not just in terms of holding positions in various fields, but also in politics.
06:59So, we want to expand women's involvement in all activities involving women in this country.
07:08We need to raise the standards of women even more.
07:11So, we have proposed the programme, but it will be official, God willing, before the end of this year.
