00:00The PhilHealth and Finance Departments will follow the Supreme Court's order to stop the transfer of the remaining unused PhilHealth funds to the National Treasury.
00:09But the first funds transferred are not yet complete.

00:21That's how big the funds that are said to be unused by PhilHealth.
00:26That's why the Department of Finance is putting it back in the Bureau of Treasury under the Visa of the Department Circular 003-2024.
00:34It is said to be in accordance with the General Appropriations Act for 2024
00:38to fund the unprogrammed appropriations or the approved projects,
00:44but it is not yet determined where the funds will be collected.
00:47The implementation of some health reform and anti-corruption advocates and budget analysts is still in progress.
00:53But the PhilHealth and Finance Departments will follow the legal path.
00:57Since May, the PhilHealth has transferred P60 billion to the National Treasury.
01:04The Supreme Court's order to stop the transfer of the remaining unused PhilHealth funds to the National Treasury
01:07and today, the Supreme Court issued a Temporary Restraining Order or TRO
01:13that will stop the transfer of the government's unused PhilHealth funds to various government projects.
01:21The remaining funds will not be transferred.
01:25The TRO is effective immediately.
01:27The TRO is just really to prevent the further transfer of more funds from PhilHealth to the National Treasury.
01:34The TRO will not stop the transfer of the funds, even if it is in accordance with the petitioners' request.
01:40They include the group of Isang Bayan, Bayan Muna,
01:44a group of medical professionals and concerned citizens,
01:47and Senate Minority Leader Coco Pimentel.
01:50The Supreme Court has consolidated or heard at the same time the petitions of the groups questioning the constitutionality
01:57or in accordance with the Constitution of the transfer of unused PhilHealth funds.
02:02The oral arguments for this were established on January 14, 2025.
02:07The Supreme Court gave ten days for the respondents to comment,
02:12including the leaders of the Finance Department, Congress and PhilHealth.
02:15According to PhilHealth, it will follow the decision of the Supreme Court.
02:20They still have a chance to provide health protection through a better benefit package and availment policy.
02:28The Finance Department, according to Secretary Ralph Recto, will also be involved in this.
02:33They are also preparing to face the oral arguments to clarify the issues.
02:38The Office of the Solicitor General established that the TRO of the Supreme Court respects the respondents.

02:48the retired Senior Associate Justice Antonio Carpio thanked the petitioner
02:52and said that this is a salvation for the millions of Filipinos who rely on PhilHealth.
03:00The Independent Health Reform Advocate, Dr. Tony Leachon, also approved the decision of the Supreme Court.
03:07They hope to get back the transfer of funds when the Supreme Court makes a decision.
