00:00In every calamity that our country is experiencing,
00:03the resilience and strength of the Filipinos are more visible.
00:07What is the significance of resilience in facing calamities and disasters?
00:12That is what Professor Antonio Contreras will discuss in Punto de Vista, Professor.
00:22Thank you very much, Noyan, and good morning.
00:25A storm is coming, Typhoon Marseille.
00:30And we always talk about preparedness, disaster preparedness.
00:36But resilience is also related to this.
00:39We hear about resilience.
00:41What does resilience mean?
00:44In simple terms, resilience means being able to get up after a calamity.
00:52After a calamity, we get up together,
00:57even if our homes and crops are destroyed.
01:01That is the common knowledge or common definition of resilience.
01:06But we should also remember that resilience is also the ability to face a crisis.
01:14And the ability to face a crisis should not be limited to the thought that
01:21after that, we can get up, clean our houses,
01:25and get back to normal.
01:30An important element of resilience is the ability to plan.
01:36The ability to move.
01:38The ability to find ways to not repeat the crises that we are going through.
01:44It is not like stepping on something and then standing up again.
01:49That is the view of resilience.
01:51Resilience should be like,
01:53you stepped on something, now you will learn about it.
01:57Think about why you stepped on something,
01:59and you made a step so that you will not step on it again.
02:03That is the right perspective on resilience.
02:08It is not just the ability to stand up after stepping on something,
02:13it is the ability to go back to our homes, clean them, and get back to normal.
02:18Resilience is the ability to move so that the crises in our lives will not repeat.
02:26When we need to think about what we will change in the design of our house,
02:32sometimes, should we move?
02:34Should we look for a new place to live if we have that kind of choices?
02:41What should we do so that we will not get flooded?
02:43Or how should we always be prepared?
02:47If we see, for example, that the reason for flooding is the flooded rivers,
02:51then let us make sure that when a storm is coming,
02:56we will clean it so that it will not flood again.
02:59For example, I repeat,
03:01resilience is not the ability to step on something and then stand up again.
03:07It is the ability to know how not to step on it again.
03:12That is my point of view this morning.
03:15Good morning.
03:17Thank you very much. Good morning.
03:20Thank you very much, Professor Antonio Contreras.
