00:00I would like to inform you officially that the decision of the Ministerial Committee in the meeting on 2nd October
00:15was related to the 7th article on the use of natural gas fuel, or NGV, for motorbikes in Malaysia.
00:25For your information, at the moment, there are 2 categories of motorbikes in Malaysia that use NGV fuel,
00:33which are petrol-powered motorbikes that are modified with a kit or component for the addition of NGV fuel,
00:43which is called dual fuel.
00:45Based on the road traffic department data, more than 95% of NGV vehicles are registered in this category.
00:56Second, special imported vehicles only use NGV or mono-fuel.
01:02Of the 2 groups of vehicles above, there are more or less 44,383 active vehicles registered with NGV fuel
01:14in the JBJ record for 3 years, such as the following breakdown.
01:209,509 taxis and vehicles or rental cars,
01:2632,137 registered vehicles,
01:322,150 buses and lorries,
01:36while 587 units of vehicles or vehicles.
01:40Based on the above data, the number of motorbikes powered by NGV fuel
01:47is very small compared to the population of registered motorbikes in Malaysia,
01:52which is 0.2% of the total number of motorbikes,
01:57apart from motorcycles.
01:59In this regard, the Ministerial Council has decided
02:02First, any motorbikes powered by NGV fuel
02:08are no longer allowed to be registered or designated for use on the road
02:14on the basis of safety to users and the public starting July 1, 2025.
02:21Second, so that Petronas can complete the NGV fuel payment in installments in the market
02:29before its complete completion starting July 1, 2025.
02:35Third, in accordance with this announcement,
02:39I will inform you about the implementation of the NGV vehicle registration assistance program.
02:44The decision is based on the following basics.
02:49First, safety factors for users, especially those who own vehicles powered by NGV.
02:56Based on the record, the peak time for adjustment and installation of NGV vehicle kits
03:03is between 1995 and 2014.
03:09This time indicates that the vehicles involved today
03:14are in the final stages of NGV fuel and need to be replaced.
03:20These NGV fuel tanks have a safe usage time of 15 years.
03:26And if not replaced, it is not safe to use and can fail to function
03:32at any time that can pose a risk of injury, death and damage to precious items.
03:39To assist the NGV vehicle owners in ordering other fuels,
03:44Petronas NGV has taken the initiative to provide
03:49the NGV vehicle registration assistance program for affected vehicles.
03:55Applicants who succeed will receive a one-off assistance package
03:59within 15 to 30 working days.
04:02To all affected groups,
04:05applications for NGV vehicle registration assistance will be opened
04:09from the date of this announcement.
04:11Starting July 1, 2025,
04:13all vehicle registration information on fuel will be automatically transferred
04:19to use petrol fuel only
04:22to avoid damage to the government
04:25and so that the affected vehicle owner is subject to a fee LKM payment
04:29according to the condition set for a vehicle class controlled by petrol.
04:35And there will be no more NGV vehicle kits in the Malaysian market
04:40after July 1, 2025.
04:53So we will not allow any NGV vehicles to be registered on the road.
04:58As of now, in fact, no one should register for NGV
05:03because the supply will be ending by July next year.
