00:00We're modernising the Mental Health Act, which is as old as I am, it was born in 1983.
00:05It is hugely outdated, it deprives the liberty of lots of people with conditions like autism
00:12and learning disabilities where people should actually be cared for in the community.
00:17We've seen where the failure to reform our mental health services has led, not only to
00:22people being wrongly deprived of their liberties, including lots of people with autism and learning
00:27disability who really ought to be cared for and living independently and happily in the
00:33community.
00:34We've seen people released into society who really shouldn't have been, as we saw in the
00:38appalling case of the Nottingham killer, who should never have been released and who should
00:44never have been allowed to depart from his treatment plan without consequences.
