00:21here in Ilagan City, in Isabela.

00:24More than 300 families are staying in the 13 evacuation centers.

00:29Others were not allowed to return to their homes,

00:31especially those who live in low-lying areas and by the river.

00:35Residents say they have been in the evacuation center for four days.

00:39Even wild animals such as cows and calves were evacuated

00:43because some of the farms were flooded.

00:45The Bakulud Bridge still cannot pass

00:47because of the flooding of Pinakanawan River.

00:49The Emergency Operations Center of Lalawigan is in a red alert status.

00:53Coastal municipalities such as Palanan,

00:57Dibilakan, Makonakon, and Dinapigue were evacuated

01:00because of the storm surge.

01:02Residents were evacuated there.

01:06more than 500 residents were evacuated
