00:00However, the government has categorized households in Malaysia to three income groups, B40, M40 and T20.
00:12This methodology is usually used to distribute assistance to people in the form of subsidies,
00:18interest payments and financial assistance, such as initiatives under the Rahmah umbrella.
00:23However, this mechanism has weaknesses.
00:27However, the government has categorized households in Malaysia to three income groups, B40, M40 and T20.
00:30The Minister of Economy, Raffi Z. Ramli, stated that this approach, which only depends on the rough monthly income of the house,
00:37failed to consider important factors such as demography, debt balance and residential areas.
00:43For example, a family with a rough income of RM10,000 can live comfortably in Kelantan,
00:49but may face difficulties in Kuala Lumpur due to higher cost of living.
00:55It is very clear that a more comprehensive measure is needed.
00:59The Ministry of Economy has proposed a reduction in the category of households available to provide greater assistance.
01:06The foundations of the previous government looked at the foundations of B40, M40, T20
01:12and it was not fair because it did not take a lot of other factors.
01:18Therefore, the government turned to the approach of net disposable income.
01:24It means that we look at how much income, then we take into account all the other factors,
01:30how many children, how much responsibility, then where to work.
01:34Starting on 2 November, the government will introduce a new classification system
01:39known as basic disposable spending.
01:43The introduction of PAKW includes a new definition of what is considered as a disposable standard of living.
01:49To live a meaningful life, Putrajaya has established that a household needs to be able to provide three things,
01:56basic needs such as food, personal desires such as entertainment,
02:00and opportunities to be involved in social activities.
02:04By using the existing data from the PAKW Ministry of Data,
02:09not only is it able to calculate the cost of living for an individual household,
02:13but also the average for all households in a specific area.
02:18In addition, the appropriate approach will be used to form the foundations of the future government
02:24with a focus on identifying communities in need of help
02:28while reducing support for families in need of only a little help.
02:33When Malaysia tried to become a highly-income country in 2028,
02:37the government was committed to increasing the standard of living through PAKW,
02:42ensuring that the people have sufficient funds not only to meet basic needs,
02:47but also to enjoy a more comfortable life.
