00:00Yes, I'm Neil Kelsher. I chair the Technal District Community Trust and this is Robin Hacking who chairs our residents forum, the Technal Community Forum.
00:08We're here today because from the council's previous A41 proposals, which we consulted on, we're not happy
00:16in the way they haven't acted properly and responded to us.
00:20We gave them a petition that they haven't correctly responded to and they're merging these things up,
00:25not responding appropriately to the community in Technal and we've now reached a point where we've now complained of maladministration by the council
00:34for not responding to these properly, not complying with consultation principles and we're now here today to talk to the community.
00:42Robin chairs the forum that's been promoting all this and put our action planning to start with.
00:47Yes, so we get, you know, a number of people attend our fortnightly meetings.
00:52We put our minutes up on our website so the council can see them and they can see how often this topic comes up for debate, how concerned residents are.
01:01In fact, I'd say they're implacably opposed to it because taking its entirety, what with the Stockholm proposals, the proposals in the village,
01:09they are really so restrictive and in some cases really quite dangerous in the way they're sort of forcing large volumes of traffic down narrow roads.
01:19And we've done our best to engage with them, we've written to them, we've explained, we've filled our forms in and everything and I'm afraid they just don't seem to be either willing or capable of responding to us in any sort of meaningful way.
01:31So we had a big protest here 12 months ago when they first proposed this scheme.
01:36We've put some positive suggestions forward as to things they could try, which are very cheap, changing traffic light sequences and things like that which we think might improve,
01:47getting more enforcement because a number of the issues appear to be people violating the traffic signals.
01:54We've tried to be constructive and they're just completely tin-eared and not coming back to us.
01:59I'm hoping that the people who attend today will endorse our next steps, which if we can't, first of all, get the council through their own internal review processes and monitoring process
02:14to recognise that they're not doing things correctly, then we're going to have to go outside the council to the ombudsman or maybe seek a judicial review
02:23because it's not acceptable for them just to push this hugely controversial proposal forward without, at the very least, reassuring us that they've considered our objections and that they understand what they are.
02:41I wonder whether they've driven through the streets of Tocqueville End and Chetnall?
02:45We think the council are still acting under the predetermination they did to start with and we're here to show them that they should listen to our proposals.
02:53We've got now 1,500 people signed the petition, more than 100 members of our trust and we want them to listen to us and engage with us properly.
