00:00The Kuala Lumpur High Court on Thursday has ordered the Royal Malaysia Police to complete
00:08their investigation into Teo Beng Hock's death within six months.
00:12Justice Wan Ahmad Farid Wan Saleh, now a Court of Appeal judge, made the mandemur's order
00:18after allowing a judicial review application by Teo's parents.
00:22The court ruled that the police investigation was not conducted with all convenient speed.
00:28The court also ruled that the applicants' claims fell squarely within public law, making
00:32judicial review the appropriate course of action.
00:36An order was issued, compelling the first respondent to complete the investigation within
00:40the given time frame.
00:42Emphasising the need for closure, the court stated that justice must be served and that
00:48the applicants, who are Teo's parents, deserve a resolution in this case.
00:53We welcome today's decision.
00:58This is a good development.
01:01We hope that the PDRM will take the necessary steps, based on today's order.
01:12As the judge said, to achieve finality in this very long
01:23process, Teo Beng Hock passed away tragically in 2009.
01:31Now we are in 2024-2025, 14-15 years.
01:39This is a very unbearable thing.
01:45We are happy with today's decision.
01:49We hope that the PDRM will take this opportunity to conduct an in-depth investigation,
02:01and provide an answer to our community and the whole of Malaysia.
02:09On January 4, 2022, Teo's parents, Teo Leong Kwee and mother, Teng Shu Hoi, had filed an
02:16application seeking a declaration that the police and three others violated section 20,
02:22subsection 3 of the Police Act 1967 by failing to complete investigations into their son's
02:28death within a reasonable time.
02:31They named the Inspector General of Police, the CID Director, the Royal Malaysia Police
02:36and the Malaysian Government.
