00:00Giving opportunities to senior citizens who want to work and earn.
00:05That's the house of a bill that was approved by the Camera.
00:09But some are asking, how about the young workers who may lose their chance?
00:16That's what Jamie Santos talked about in Barangay Saksi Online.
00:2068 years old is Tatay Arnel Bugayong, but instead of just enjoying life at home,
00:30he chose to apply for a job in a fast food chain in Manila.
00:34His contract is 5 months and he wants to extend it.
00:38What they call me is Tatay. Tatay, just go to the second floor.
00:43There, what you do there is you assist the client entering.
00:47You welcome them, you greet them.
00:50This kind of job is said to be a big help for seniors like him.
00:54He is able to help his family, and there is also exercise.
00:57Those like Tatay Arnel are among those who will benefit from how the Camera approved
01:03in the third and last reading of Kamakailana.
01:06Under House Bill 10985, all government agencies, including private companies,
01:12should provide access to employment opportunities to senior citizens
01:17who are qualified and interested in jobs.
01:20Senior citizens can work in clerical, secretarial, consultancy, or janitorial services.
01:27Teaching, event organizing, kitchen help, sales assistance,
01:32business process outsourcing or BPO, volunteer works, and others.
01:37Private companies with senior employees also have additional tax deductions.
01:42Some of our online supporters are in favor of the approval.
01:46One said that seniors should be given a chance to earn, especially those who have not yet finished.
01:53Another said that it is better to get someone with a long experience than none.
01:58There are a lot of seniors who are still strong and able to work.
02:03But there is also a rule that seniors should work.
02:06He is already a senior, ma'am. It's better for him to stay at home. Just rest.
02:11A netizen said that if the children cannot get in, how about the seniors?
02:17For Serio Ortiz-Luiz, President of Employers Confederation of the Philippines,
02:23it is better to pass a law, especially to give incentives to companies that will hire senior citizens.
02:30But when it comes to giving jobs to seniors,
02:33there are other fresh grads and other job seekers who will lose their chance.
02:39People's life expectancy has increased.
02:42As we used to say, it's very high. That's one fact.
02:47The other fact is, there is shortage of work in the country.
02:51So a job that you give to a senior citizen, you take away from somebody else.
02:56Many seniors are already pensioners or even supported by their children.
03:00Unlike the fresh graduates or others,
03:04if you are not compulsory and you will give incentives, that's okay.
03:12Ms. Susan is a member of Senior Citizens Club. She has her own business.
03:17You don't have to wait for someone to give you a child.
03:20You don't have to wait for someone to give you medicine.
03:24So even if her children are stopping her from doing her business,
03:28she continues to work.
03:29We Filipinos will work hard, right?
03:32So we will look for a job until we can.
03:35Until our bodies can handle it, we will work.
03:38For JMAI Integrated News, Jamie Santos is your witness.
03:43The government is looking for a way to fight the calamities caused by climate change.
03:49President Bambang Marcos promised to distribute aid to those affected by the typhoon in Pangasinan earlier.
03:56He also promised to distribute aid to other areas affected by the typhoon.
04:00There is also help for more than 20 LGUs in Cagaya.
04:04More than 1,000 fishermen in Isabela received P10,000 in aid.
04:11Certificates of Land Ownership Awards were also distributed to Agrarian Reform Beneficiaries.
04:17The President also visited Nueva Vizcaya to get help for those affected.
04:21Nueva Vizcaya, Quirino, and Isabela received P50,000,000 in aid.
04:28The DSWD's 2025 budget left the Senate with a fund for AYUDA for Kaposangkita Program or ACAP,
04:36which is an aid for minimum wage earners.
04:39It can only be done by one person and another program of the DSWD.
04:43The House Speaker is in favor of the witness of Sandra Ginaldo.
04:51There is a dispute between the Senate and the House regarding the fund for AYUDA for Kaposangkita Program or ACAP.
04:59This is followed by Senator Amy Marcos' announcement,
05:02a sponsor of the budget of the DSWD, that ACAP was removed from the Senate version.
05:32P31,000,000 added for AICS.
05:35It can only be done by one ACAP and the previous AICS or Assistance to Individuals in Crisis Situation.
05:43While we recognize the necessity of immediate relief by direct financial assistance,
05:50it's imperative that we focus also on social protection initiatives,
05:56to foster long-term development and self-reliance rather than creating a new AYUDA nation.
06:04We don't want that.
06:06In 2024, ACAP was first implemented to protect minimum wage earners from the effects of inflation in the country.
06:15According to one of its sponsors, House Speaker Martin Romualdez,
06:19ACAP provided P3,000 to P5,000 aid to qualified beneficiaries.
06:25But ACAP is controversial.
06:27It was rejected by some Senators because it was not included in the proposed 2024 budget of the DSWD
06:33and it was also not included in the approved version of the budget for the House and Senate.
06:37It was suddenly included in the version of the Bicameral Conference Committee.
06:42In the 2025 budget, they raised triple the fund for this from P13,000,000,000 in 2024
06:49to P39,800,000,000 for 2025.
06:53According to the camera, ACAP needs assistance from minimum wage earners who earn P21,000 or less every month.
07:02But according to the Senators, this will not go to the poorest Filipinos.
07:07We don't have problems with the program in itself, but we wanted to make sure that it's clearer this time.
07:15Like what they're saying, this is for middle-class individuals.
07:22It's not applicable to the poorest of the poor sector of our society.
07:28Speaker Romualdez has changed his mind.
07:31He said that this fund needs a lot of people and he's ready to fight the camera.
07:36I'm a bit nervous because some of our friends in the Senate want to scrap ACAP.
07:45Do you agree?
07:47Yes!
07:48Do we want to remove ACAP?
07:50Yes!
07:52What do we say to the Senators? Are we going to remove it?
07:55Yes!
07:56Romualdez ordered the House Appropriations Committee
08:00to work hard to get ACAP back once the National Budget of the Bicameral Conference Committee has been discussed.
08:06I don't think the Senate will understand because they're not going down.
08:11What we're seeing is that this is the outlaw of our countrymen,
08:17this program from the House Appropriations Committee.
08:20So I will tell our friends in the Senate,
08:24go home first and ask your family what they want.
08:28From what I can see, from everything we're doing,
08:32this program is very fruitful.
08:35For GMA Integrated News, I'm Sandra Aguinaldo, your witness.

14:28Hopefully, in the next couple of years, forward,
14:34we hope that it will generate more interest,
14:38not only in certain alumni, but all over the country.
14:44And because it's important to work together and understand each other
14:48in implementing a project,
14:50GMA Network's Senior Vice President and Head for Integrated News,
14:55Regional TV and Synergy, Oliver Victor B. Amoroso,
14:58discussed the ways of the network to be inclusive
15:01when it comes to storytelling in the age of digital technology and its importance.
15:06We at GMA Integrated News, inclusivity is not just a buzzword.
15:11It is a core value that influences our day-to-day operations.
15:17We strive to recognize and represent the diverse tapestry of voices,
15:22experiences, and perspectives within our communities.
15:27Inclusive storytelling allows our news teams to reach wider audiences.
15:36By embracing a variety of perspectives, we foster trust and enrich public discourse.
15:43Game changers in this digital age,
15:46where information can spread at unprecedented speeds,
15:50credible and inclusive journalism becomes even more vital.
15:56According to Amoroso, giving a voice to local news is important.
16:00It is imperative that stories from communities like mine, like yours, are told.
16:07Our regional arm, GMA Regional TV, plays an instrumental role in this mission.
16:12Our news teams hail from the very localities they report on.
16:16These regional narratives are not confined to local broadcast.
16:21They are integrated into our national platforms.
16:25Amoroso also mentioned the fight against fake news that is spearheaded by Kapuso Network,
16:30along with industry leaders, media organizations, tech giants,
16:35and educational institutions that fight against the growing problem of fake news and biased information.
16:41Together, let us cultivate a culture of inclusivity in storytelling,
16:46one that ensures every individual is seen, heard, and valued.
16:51Let this moment spark meaningful conversations
16:55that we should pave the way for a future where journalism shines as a beacon of hope, understanding, and unity.
17:03Ideas without action are useless.
17:06Desire to change is useless if you don't take action.
17:10Only actions lead to results.
17:13I've learned a lot from this event,
17:16how we can engage the youth in terms of some grassroots problem.
17:21And with these learnings, I wanted to foster it more to giving back to my community.
17:27For GMA Integrated News, I'm your host, Saksy.
