00:00The Senate Committee on Foreign Affairs tackled the Reciprocal Access Agreement, or RAA, between
00:05the Philippines and Japan, which aims to strengthen their defense cooperation.
00:11Defense Secretary Gilberto Todoro Jr. told the Senate Committee the plan is being viewed
00:15as part of the country's strategic partnership with the land of the rising sun as well as
00:21the development of interoperability between the two nations' forces.
00:26Several senators have expressed support to the RAA.
00:30It is our constitutional duty to really vet the disagreement, and I would have wanted
00:39in hindsight to have items such as support for fisheries technology.
00:48It was deemed proper that defense and security cooperation and a reciprocal access agreement
00:54be entered into so that our personnel can train side by side.
