00:00Lines of candles commemorate the dead as hundreds gather here in Paiporta, Spain.
00:07This suburb of Valencia is seen as ground zero of the October 29th floods.
00:13Today we pay tribute to the victims, both those who have left and those of us who have
00:18stayed behind.
00:19This tribute is for them, we light a candle for them and we do not forget them because
00:23today is the 29th, a month has passed since the tragedy.
00:29In another suburb nearby, residents took a different tone.
00:33Mournful protesters held up alarms on their phones to recall the flood alerts they received
00:38one month ago.
00:44When those alert alarms were ringing, I was out on the street with the water up to my
00:50neck.
00:51Like many people from my neighborhood, the alerts rang when many people were already
00:56dead.
00:58Many here accuse local authorities of mismanaging the crisis and issuing flood alerts too late.
01:04Towns in the region are still covered in mud and burdened by debris.
01:09Spain's national government approved an additional financial aid package earlier this week to
01:14rebuild the Valencia region, bringing total aid to 16.6 billion euros.
01:20Despite the promise of resources for reconstruction, some Valencians still feel abandoned.
