00:00I don't think we are seeing chaos, I think we're seeing a government sorting things out.
00:04We had a lot to sort out when we came into office, we had the public finances, we're
00:09in a terrible state, we inherited a prison system on its knees.
00:14We spent the first few months of government trying to sort things out, put them on an
00:18even keel.
00:19This is the next phase when we set out our plan for change and what we want to do over
00:24the next few years.
00:25Very importantly, this isn't just about a government setting out its priorities, it's
00:31got to also be about reform of how government does things itself because there is scepticism
00:38about the capacity of government to deliver and we want to make sure that the changes
00:44we're seeing in the private life, over education, over technology, they're applied in the public
00:50sphere too.
00:51So this is about not just what the government wants to do, but how it wants to do it and
00:56changing that for the future.
