00:15for the post-war governance of Gaza.
00:23China authorities banned exports of key metals to the United States after Washington increased
00:27technology restrictions.
00:35South American countries agreed to strengthen energy cooperation on the second meeting of
00:39Vice Ministers of Energy of the Brasilia Consensus.
00:49Hello and welcome to From the South, I'm Luis Alberto Matos from Televiso Studios in Havana,
00:54Cuba.
00:55Let's begin with the news.
01:14The Palestinian Hamas movement and its rival Al-Fatah party, which supports President Mahmoud
01:18Abbas, have agreed to set up a joint committee for the post-war governance of Gaza.
01:23According to this plan, which was reached in Egypt's capital, Cairo, and which still
01:28needs the approval of the Palestinian Presidency, the committee would be made up of a group
01:32of 10 to 15 non-partisan figures with authority in matters related to the economy, education,
01:37health, humanitarian aid and construction.
01:40Hamas and Al-Fatah have also agreed that this committee would administer the Palestinian
01:45side of the Rafah checkpoint bordering Egypt, the only passage to the territory they do
01:49not share with Israel.
02:00A newly released report by the United Nations warns about starvation in northern Gaza due
02:04to the Israeli siege, which has completely deprived many people of food and water.
02:09The siege, maintained by the Israeli Zionist troops for almost two months now, includes,
02:14in addition to constant bombardments, a restriction on the entry of humanitarian aid.
02:18On its way out of 200 trucks a day contemplating the UN assistance agreement, Israel does not
02:23allow more than 36.
02:24As consequence, bakeries in the north have closed due to the lack of flour, leaving the
02:29people trapped in destroyed homes without food or water, having to resort to negative
02:33habits such as skipping meals or eating out of the garbage to alleviate hunger.
02:48Also in Palestine, artist Maisa Youssef continues to share her creativity through her works
02:52as a means to help the people of the Gaza Strip in the midst of the Israeli aggression
02:56in the territory.
02:57According to local media, the renowned painter expresses her ideas and emotions through her
03:01unique artistic style, transforming the pain of destruction into art on the shattered campuses
03:07left behind by Israeli bombardments.
03:09Youssef stated that she intends to continue her artistic career despite the hardships
03:14she has faced and the fact that her studio is under rubble.
03:18This Palestinian painter expressed she is documenting her reality through art in order
03:22to immortalize it in the history of humanity.
03:30During the first displacement, we faced extremely difficult conditions.
03:34We left under fire and shelling and returned when the situation improved.
03:39But in the second displacement, there was a military order to evacuate the area.
03:43We had to leave everything and focus only on saving our lives and our children.
03:48When we returned on August 24th, my house was 85% destroyed and now I live in what can
03:53barely be considered a house.
03:55Despite all this, I am still going ahead with my artistic career.
03:59My studio used to be a space full of life and creativity, where I also organized workshops
04:04for children.
04:05Now, although I no longer have that space, I try to continue because I believe that creativity
04:09does not stop.
04:11I am working to document what we have lived through during this war and to transmit my
04:15experiences through my art.
04:17We are still living and we are still creating to tell our story.
04:24Moving on, China has expressed its support for the government of Syria and President
04:27Bashar al-Assad amid the fights against the recently terrorist offensives in the north
04:32of the country.
04:33During a press conference, Chinese Foreign Ministry Spokesman Lin Yan reaffirmed Beijing's
04:37support for Damascus.
04:39He also informed that for the moment, there is no immediate evacuation of their nationals
04:42in the country, but confirmed that there is a protocol in place.
04:46The Chinese Spokesman further assured that Syria is a friendly country, so they are willing
04:50to make friendly and cooperative efforts to prevent further deterioration of the situation.
04:55China and Syria signed a strategic partnership agreement in 2023, strengthening their bilateral
04:59relations.
05:09And on Tuesday, China responded firmly to U.S. measures banning exports of key metals
05:14to the North American country.
05:16The move comes after Washington announced new technology restrictions.
05:19Precisely as of Tuesday, any organization or individual from any country or region that
05:24violates these decisions of the Chinese government will be held accountable under the law.
05:29In turn, after accusing the United States of an act of economic coercion, China decided
05:33to suspend exports of gallium, germanium, antimony and graphite, key metals, for both
05:39civil and military use.
05:41The Chinese Ministry of Commerce claimed the measure is aimed at protecting the nation's
05:45security and interests.
05:56The Democratic Republic of the Congo denounced President of Rwanda Paul Kagame before the
06:01African Court of Human and People's Rights for serious human rights violations in the
06:05province of North Kipu.
06:07According to the claim, Rwanda is alleged to have committed such serious crimes as the
06:11plundering of minerals, rape of children, women and massacres, as well as decades of
06:16aggression.
06:17According to the Congolese Vice Minister of Justice Samuel Mbemba, the hearing will take
06:21place on February 12 at the tribunal's headquarters in Tanzania.
06:26Kinshasa has already denounced Kagame to the International Criminal Court, which accepted
06:30the Congolese invitation to investigate the alleged crimes and violations.
07:00Welcome back.
07:13Rochelle discussed the elaboration of a strategy for the development of the education system
07:17until 2040.
07:18The document is being prepared on behalf of the President and will be presented in the
07:22spring of 2025.
07:23Oleg Yasitsky with the details.
07:26The development of a unified education strategy for the country is under preparation in Russia.
07:35This national project, as part of Youth and Children, is to be submitted to the government
07:40in March 2025 and will involve experts in the field of education, teachers, rectors
07:46of leading universities, business representatives, state corporations, students and young people.
07:51The country faces great challenges.
07:58There is still a great demand to improve the quality of national education.
08:02But there are also serious problems.
08:05This involves a high bureaucratic burden on teachers and a shortage of teachers in several
08:09regions.
08:10Several systemic decisions have already been taken to improve this area.
08:14The President has developed a comprehensive action plan aimed at improving the quality
08:18of education in mathematics, physics and natural science subjects in general in all
08:22schools in the country, and at increasing the level of teacher training in these disciplines
08:26and eliminating the shortage of personnel.
08:34The issue of youth policy is of strategic importance to the country, especially at this
08:39historic moment.
08:40Today's young people are the future of the country and everything possible must be done
08:45to help them learn to express themselves and their talents, set goals and achieve success.
08:50Many reforms in recent years have been counterproductive for educational development, so they need to
08:55be re-evaluated.
08:56We must return to traditional Russian education.
09:02We can no longer train high school students for the unified state exam, instead of providing
09:07them with real skills.
09:09The indicator of education was not the quality, but the number of machine-readable points.
09:14I think one of the important achievements of last year's State Duma was the passage
09:18of the Unified Curriculum and Unified Textbook Law in the Humanities.
09:23We got rid of hundreds of actual textbooks written under the dictation of Suro's consultants.
09:32The needs and wishes of the students themselves and their parents are also taken into account
09:37when developing the strategy.
09:38To collect data on their expectations, sociological studies are conducted on the Government Services
09:44portal.
09:45There are working groups with university students, as well as with middle and high school students.
09:55This is work on a scale unprecedented in our country's modern history.
09:59In fact, the whole country is involved in it.
10:03The education system as a whole must meet the national goals and objectives set for
10:07us by the President and help to strengthen economic sovereignty in all key areas.
10:12To this end, it is necessary for the educational field to fully meet the personnel requirements
10:17of the industry.
10:25State policy in the field of education will be implemented by granting subsidies to the
10:30regions, while emphasizing the importance of aligning regional projects with federal
10:34objectives, as well as the principles on which education policy is based.
10:43This coordination is aimed at increasing efficiency and achieving the goals of the National Education
10:49Project.
10:54In the United States, the Chicago Police Department reported a new shooting inside a home that
10:58left at least eight people injured.
10:59According to local authorities, the incident occurred in the Chicago Lawn neighborhood
11:03located in the southwest of the city, and upon the arrival of emergency services, they
11:07reported that at least two people were killed at the scene.
11:10They also noted that the injured civilians were immediately transported to local health
11:14centers for medical attention due to the severity of their injuries.
11:18So far, the Chicago Police Department has stressed that they are conducting an ongoing
11:22investigation to find the culprits.
11:33Let's take a look at updated figures on this scourge published by the independent organization
11:38Gun Violence Archive in the United States.
11:41So far this year, 474 mass shootings have been reported in the U.S.
11:45Among these, at least 27 massacres or mass murders have been reported, in other words,
11:50events in which more than four people were killed, while the number of gun-related deaths
11:54was 15,451.
11:57Of these, 226 were reported to be children under 11 years of age and 1,065 teenagers
12:03for a total of 1,291 minors.
12:15South American countries agreed to strengthen energy cooperation at the second meeting of
12:18Vice Ministers of Energy of the Brasilia Consensus.
12:22Representatives of the 12 member countries of the Brasilia Consensus met in the Colombian
12:25capital at the second meeting of Vice Ministers of Energy.
12:28During this consultation, Melcanism was created to strengthen ties between neighboring countries
12:33in South America.
12:35In this framework, they agreed to consolidate integration to address the energy transition
12:39as a bloc.
12:40They also highlighted the importance of the technical reports prepared by the Latin American
12:44Energy Organization, which will be a key tool to guide the political and energy decisions
12:49of the bloc's member countries.
12:59And the normalization of relations between Colombia and Venezuela has enabled the government
13:03of Gustavo Petro to assist communities isolated by heavy rain through Venezuelan territory.
13:09Venezuela authorized the opening of a humanitarian corridor to bring assistance to the indigenous
13:12communities in north of the Colombian department of La Guajira.
13:16The opening includes land transit from Paraguaychon to Castelletes, facilitating delivery of food,
13:22hygiene and kitchen kits, among other aid to municipalities such as Maicao and Uribia.
13:27In addition, it would allow the access of organizations such as the Civil Defense and
13:30the Colombian Red Cross, ensuring medical attention and the provision of basic supplies.

14:14In Venezuela, President Nicolás Maduro stated that not a single migrant would reach the
14:27United States if the agreements of Qatar and Barbados were complied with and all the illegal
14:32sanctions applied against the Venezuelan people were lifted.
14:35The Venezuelan head of state stated that the country's far-right, together with the United
14:40States, prepared and infected the social networks with hate to sabotage the presidential
14:45elections of last July 28th and its aftermath.
14:48In this regard, the head of state affirmed that the Venezuelan people managed to defeat
14:52a cyber-fascist coup d'etat.
14:54Furthermore, he assured that if the sanctions against the Venezuelan people were lifted,
14:58no citizen would migrate to the U.S. and those who are outside the country could voluntarily
15:03return to their homeland.
15:04I have already said it and I have told it to the government of the United States.
15:16I sent President Joe Biden to be told, although I don't know if they did it, if the agreements
15:22of Qatar and Barbados had been complied with by the United States government.
15:32I said it and I repeat it here, Madeleine, I repeat it here.
15:37Once Venezuela fully recovers and if all the economic sanctions on Venezuela were lifted,
15:44the recovery would accelerate.
15:46And in less than a year, counted from the date when all the sanctions were lifted, not
15:51a single migrant would arrive in the United States.
15:55And furthermore, all those migrants who voluntarily wanted to return would be able to do so.
16:01I am sure that this would be so, because it is already being seen.
16:10In Colombia, farmers' organizations analyzed the decree of President Gustavo Petro for
16:14a comprehensive rule of reform in view of the threat of agro-industrial companies to
16:19their territories.
16:20During a meeting held in the capital of Bogota, the union discussed in depth the current government's
16:24drive for the integration and transformation of farmers' territories in the face of large
16:28multinationals.
16:30In this sense, they requested an open dialogue between the agro-industrial companies and
16:34the government to reach an agreement in order to put an end to the aggressions of the multinational
16:39sand mining organizations in their territories.
16:41In addition, the members of the union assured that these meetings are a key point for farmers
16:46to have a leading role in the country and to organize agricultural production.
16:56This figure of farmers' planning of the territory helps us to strengthen farmer organization,
17:02to organize agricultural production in a different way, because we have seen how production has
17:06been de-industrialized in Colombia.
17:09We aim to recover industrialization.
17:11That is to say that the farmers play a leading role not only in continuing to produce food,
17:16but also in generating mechanisms and means to transform these primary products and contribute
17:22to overcoming the problem of hunger in Colombia and the problem of labor, because with de-industrialization
17:28comes unemployment, informality and migration from the countryside to the city, which has
17:33generated the isolation that we have today, unemployment, etc.
17:43The main threats come from the landowners, from the multinational companies, from agribusiness,
17:48which is established in the country on the land, and, of course, the policies of the
17:52state if the government is able to change it.
17:55And if they don't change, the threats will continue to be permanent, because territoriality
18:00is the basis of popular power.
18:06The United Nations World Food Program announced that it will expand its services in Port-au-Prince,
18:11the capital of Haiti, in response to the increasing food needs of Haitians.
18:15The displacement of at least 50,000 people due to criminal armed violence worsened the
18:19country's food crisis.
18:21Juan Jacarria, local director of the program, ratified the commitment with the people, detailing
18:26that they are working in the main office in Port-au-Prince and in four others throughout
18:30the country to attend to 5.4 million people facing acute hunger.
18:35So far this year, the program has assisted a total of 1.7 million people, prioritizing
18:40pregnant women, nursing mothers, and children under five years of age.
18:56In Mexico, during the 16th International Afro-Indo-American Colloquium, specialists denounced the fact
19:01that racism seeks to gain recognition in various spheres, including politics.
19:05Let's see.
19:06Donald Trump's electoral triumph in the United States is a clear example of how racist discourse
19:14is gaining ground in terms of social acceptance, says this specialist.
19:22The rise of Donald Trump to the presidency creates a lot of questions, I think, for both
19:26the right and the left.
19:29Racism is gaining ground, as Durbin told us in 2001, how we see it as an important revival
19:44of the strengthening of hate speeches with a racist patriarchal harassment, the legitimization
19:48of these speeches and racist practices both in the political, media, and cultural spheres.
20:00During the 16th International Colloquium on Afro-Indo-America held at the Metropolitan
20:05Autonomous University Iztapalapa unit, academics warned that historically subjugated Afro-descendant
20:11peoples must continue to struggle for the recognition of their rights.
20:18In terms of justice, climate justice, digital justice, we go with these three key demands
20:28as a key anti-racist paradigm with historical reparation at its core.
20:36The colloquium on African-American people seeks to develop a critical panorama that
20:41goes beyond the academic debate and materializes in social actions.
20:45I feel that these types of spaces are extremely important because they generate reflections
20:53and because it is directly a call to action so that from the academic world we can also
20:59think about how to face these social problems that contribute to the perpetuation of practices
21:05that end up generating these social inequalities.
21:11The presence of Afro-descendant peoples must be manifested in all areas to avoid the invisibility
21:19of their important contributions to Latin American culture.
21:25Through the invisibilization of these populations, bad practices are perpetuated.
21:37I believe that an important theme to visualize these populations is precisely to insist on
21:41the cultural presence in all aspects of these populations, in the different Latin American
21:51countries and in general in America, in all of America, from the north to the south.
22:01In Latin America, there are an estimated 134 million people of African descent, representing
22:0720% of the region's total population, most of them living in poverty or vulnerability.
22:18In addition to the ongoing struggle against racism, Afro-descendant peoples seek to discuss
22:23new demands such as climate justice, Afro-feminism, and human and labor rights.
