The National Service Training Programme 3.0 should be studied more thoroughly before it is implemented, says the Parliamentary Special Select Committee (PSSC).

The committee's Nation Building, Education and Human Resources Development chairman Datuk Seri Saifuddin Abdullah told reporters on Thursday (Dec 5) that it has recommended that the government does not proceed with the third iteration of the controversial programme.

00:00This is a statement from the Ministry of National Development,
00:07Education and Human Resource Development.
00:11We held a meeting on December 3,
00:17and we have called representatives from the Ministry of Defence.
00:23and the Ministry of Defence came together with the Malaysian Institute of Defence and Security, MIDAS.
00:34The objective of the meeting was to discuss the evaluation report and the impact of PLKN 1.0 and PLKN 2.0
00:47and evaluate the implementation strategy of PLKN 3.0.
00:55As we are aware, the government has announced that PLKN 3.0 will start next year with some new approaches.
01:09For example, it will start with pre-PLKN, involving 4th grade students.
01:20After that, for those who have completed secondary school, there will be at least 45 days of basic PLKN.
01:30And after that, there will be a continuation of PLKN.
01:36We have discussed extensively, and here is our conclusion.
01:45JKPK recommends that the government does not continue the implementation of PLKN 3.0.
01:53If the government still wants to implement it,
01:58then we believe that a more in-depth and detailed study must be done first.
02:08We are not satisfied with the implementation strategy of PLKN 3.0
02:16because there are some things that are unclear.
02:22There are some justifications that we found.
02:29First, the implementation of PLKN 3.0 does not have a clear objective and achievement target.
02:41This is because it is a continuation problem, a legacy problem due to an unclear objective and target of PLKN 1.0.
02:54I was there, I was the president of Majlis Belia Malaysia.
02:58And I know exactly that when PLKN 1.0 was launched, we did not know what the objective was.
03:08Therefore, there are many studies on PLKN 1.0, PLKN 2.0, and the achievements of all those studies are in the decree on 3 December.
03:25And that is also one of the reasons why we made this decision.
03:31Second, if PLKN 3.0 is to be implemented,
03:38then the decree and the module must be based on military training or semi-military training.
03:45It means that if you want to do PLKN 3.0, do it properly.
03:50Not like what is proposed today.
03:53It's just that if you do it properly, we feel that it really has to be military or semi-military.
04:00But the question arises, do we really need it?
04:05Do we, like other countries, really need such a program?
04:14Third, the PLKN 3.0 module proposed is mixed.
04:2270% is military-based and 30% is related to the state.
04:32That's why I said, what is this PLKN?
04:35It's more or less just PLKN 1.0, PLKN 2.0.
04:42So if PLKN 1.0 and 2.0 have a lot of problems,
04:45who can guarantee that PLKN 3.0 will run with a clear objective?
04:51Fourth, if we look at the modules available in PLKN 3.0,
05:00in the military base, some of the modules are not related to the military base.
05:1170% is military-based and 70% is mixed.
05:17Some are not related to the military.
05:20So if you want to do military, the military is correct.
05:23The 70% of the military is also incorrect.
05:29Fifth, the educational, technical and vocational training modules,
05:35as well as the national and other modules,
05:38which are not military-based, the 30% of them,
05:43can actually be delivered through programs or existing educational institutions.
05:50Why do we need to spend money through PLKN?
05:55It's available elsewhere.
05:57And some of the students have gone through it.
06:01There is a content about the nationality.
06:03The students have gone through it in secondary school.
06:05We have a rather comprehensive historical subject.
06:09Sixth, studies found that PLKN 1.0 and 2.0
06:17did not leave a long-term positive effect among the candidates.
06:23All reports say that there is an effect,
06:28but it does not leave a long-term effect.
06:33It means that it is not effective.
06:38Seventh, it was found that PLKN 1.0, 2.0 and 3.0
06:46involved a very high cost of implementation.
06:51The term very high cost of implementation is not our term.
06:54These are the PLKN 1.0 and 2.0 reports.
07:01So, it involves a very high cost of implementation
07:05compared to the negative positive effects that I mentioned earlier.
07:11Meanwhile, the same positive effects can be achieved
07:15using the available budget and programs
07:18at the available educational institutions.
07:21To put it simply, is it reasonable
07:25and we feel it is not reasonable
07:27to spend such a large amount of money
07:32for PLKN 3.0
07:35while the desire and target is not clear
07:40and we doubt it can be achieved
07:44and even if it can be achieved,
07:48it already has funds and programs
07:51at other educational institutions.
07:56To put it simply, it is not reasonable.
08:00Overlapping is not reasonable.
08:04For the 2025 budget that has been approved,
08:12it is approximately Rp88 million.
08:16As far as I can remember,
08:18based on the instructions for the three days of the month,
08:22it is not only the funds that are needed.
08:26Because if we look at the track record of PLKN 1.0 and 2.0,
08:34according to the officer who gave the instructions to us,
08:38every year we spend Rp500 million.
08:44So if Rp500 million for PLKN 1.0, PLKN 2.0,
08:51the target of PLKN 3.0,
08:54the number of participants is larger
08:56than PLKN 1.0 and PLKN 2.0.
09:01I expect that this Rp88 million is a one-off for the preparation.
09:08And maybe because next year is still in the process,
09:13meaning the actual program may start in 2025.
09:18So maybe the larger budget
09:20we will only see in the upcoming budget.
09:24So based on those three justifications,
09:28we state that we do not agree for PLKN 3.0 to be continued.
09:36We will write, and if we want to continue, we will conduct a thorough investigation.
09:40We are not going back and forth.
09:42We will conduct a thorough investigation,
09:44and we can help to solve it.
09:47But we cannot do it in the current form.
09:50And I will officially write to the Honorable Minister of Defense,
09:55because he is in charge of the Ministry of Defense
09:59entrusted with PLKN 3.0.
