00:31including the bills that will help in improving the economy of the Philippines
00:36and to protect the mental health of students and teachers.
00:43In order to increase the production of rice, reduce the price of rice,
00:47and ensure food security,
00:50President Ferdinand R. Marcos Jr. prepared a bill on the agenda
00:55regarding the provision of rice for this reparation.
00:58Under Republic Act 12078,
01:02the Rice Competitiveness Enhancement Fund, or RCEF, was extended until 2031,
01:08which ended in 2024.
01:11From the current 10 billion pesos, the RCEF increased to 30 billion pesos.
01:17It will be used to distribute free rice that can provide a high income.
01:23It will also provide financial assistance, irrigation, and other assistance to farmers.
01:30This is also the statement of President Marcos Jr.
01:35This law empowers our farmers to thrive and to help our country secure a stable food supply.
01:42By increasing investments in agriculture,
01:45providing more resources, and creating a more competitive rice industry,
01:50we are laying the groundwork for a stronger, more self-sufficient Philippines.
01:59One of the biggest parts of the RCEF fund
02:03is the distribution of machinery to farmers,
02:07which is expected to respond to post-harvest losses.
02:15By preventing up to 375,000 tons of milled rice from being wasted annually,
02:23we can help feed an additional 3.4 million Filipinos each year for the next six years,
02:30improving food security, making rice more accessible to everyone.
02:35It is said that this will also prevent the supply from running out
02:39or that the price of rice will be too high.
02:42This is given by the power of the President of the Philippines
02:46and the Department of Agriculture
02:48to increase the limited volume of rice in low prices in these situations.
02:54The Regulatory Power, the Bureau of Plant Industry,

03:28foreign tourists are allowed to claim a 12% value-added tax refund

03:45from accredited stores and will be transported abroad
03:49within 60 days of purchase.
03:53According to President Marcos Jr.,
03:5530% of tourist expenses in the country
04:00will help small businesses and local industries.
04:06The Basic Education Mental Health and Well-Being Promotion Act was also passed today.
04:11This will strengthen the mental health programs in schools
04:15by placing a plenty of positions for school counselors.
04:21It is expected to have 4,600 school counselors
04:25who will focus on the mental health of children in schools.
04:29It will strengthen mental awareness
04:31and address problems in thinking and suicide prevention efforts.
