00:00In the heightened security measures this holiday season, we will discuss with Police Brigadier General Gene Fajardo,

00:09the spokesperson and chief of the Public Information Office of the Philippine National Police.

00:19Good afternoon, ma'am.

00:21What steps is the PNP taking to strengthen security in public places

00:28as Christmas is just around the corner?

00:31While the holiday season is just around the corner,

00:34our Chief PNP, Police General Romel Francisco Marvin,

00:40ordered us to strengthen our patrols

00:43and to increase the deployment of our police,

00:47especially in places that we expect our countrymen will visit,

00:53such as transportation hubs, malls and markets.

00:57So that our countrymen will be safe.

01:03What is the PNP's goal in strengthening the visibility of people in public places this holiday season?

01:13What our Chief PNP wants is for our countrymen to feel that while they are patrolling,

01:22while they are shopping with their families,

01:25they can be assured that they are safe because they can see that their police are just around them.

01:33So we can give them a sense of security and peace of mind

01:39that our police should be conducting patrols and inspections.

01:44While our police are patrolling the streets,

01:47we expect that the commission of crimes will be reduced

01:52because the would-be criminals will have second thoughts,

01:55especially when they see that our policemen are just around them.

02:00How many police will be deployed in public places,

02:03such as malls, markets and transport hubs this Christmas?

02:09More or less, we will deploy more than 40,000 nationwide.

02:15We will deploy them in places of worship, major toro fairs, transportation terminals,

02:23and of course, in our tourist spots.

02:25We will also deploy our tourist police to make sure that we have the right number of police patrolling.

02:34How does the PNP address the possible threat of criminals this holiday season?

02:42In the case of crime, we assure and along with our chief PNP's orders,

02:48to run after the low-risk elements that we know and identify.

02:53Because we know that if there is an increase in economic activities,

02:58it is an opportunity for the low-risk elements to commit crimes.

03:04That's why in these occasions, we are not only concentrating on police visibility,

03:11but we are also focusing on our operation against low-risk elements

03:15to ensure the safety of our countrymen.

03:20And now, there are more frauds this holiday season.

03:24What are the steps of the PNP to stop these online scams

03:30and frauds that are increasing every Christmas?

03:35We are continuously implementing our awareness programs.

03:38Aside from distributing our flyers while our police are deployed on the streets,

03:44we are also uploading crime prevention tips on our official website and pages

03:50where we will give information to our countrymen,

03:55especially those who are fond of browsing services through the internet.

04:01We will avoid trusting anyone.

04:04Especially those who offer free services, promos and discounts.

04:10Discounts should only be included in small shopping apps for transactions.

04:16Because there are many of us who are victims of scams.

04:20That's where our PNP Anti-Cybercrime Group will enter.

04:24If you cannot avoid becoming a victim,

04:28you should go to our nearest PNP ACG offices so that you can be freed and helped.

04:38What is the role of the PNP Anti-Cybercrime Group or PNP ACG

04:43in fighting the online crimes that you mentioned during Christmas?

04:50The PNP Anti-Cybercrime Group is the primary unit of the PNP

04:55that is assigned to investigate and conduct operations.

05:00It also conducts monitoring,

05:03especially on cyber-related crimes committed using the ICDs.

05:09In this upcoming holiday season,

05:13we know that online transactions are increasing.

05:17That's why we always say that we should be careful.

05:20If we think that their offer is good and appealing,

05:26we should think twice.

05:28We can check this with our concerned and related government agencies

05:35so that we won't become victims of cyber-crimes.

05:41After Christmas and New Year,

05:44the Black Nazarene will be translated.

05:47How is the security preparation for this?

05:52That's right, ma'am.

05:53Since December 15, your police force is on leave

06:03and of course, the preparation for the translation.

06:15Last week, they conducted an ocular inspection and walkthrough,

06:38We are not only monitoring the NCRP,

06:54In other talks, General Fajardo,

06:57we also asked for an update on the case of kidnapping

07:01of an American vlogger in Zamboanga.

07:05Yes, ma'am.

07:06We are saddened based on the testimonies of some of the suspects

07:12and witnesses.

07:13We have a belief that Eastman was killed when he was kidnapped last October 17.

07:23When he was kidnapped, we were not informed.

07:26Based on the testimonies and revelations of a witness and a suspect,

07:32on the day that he was kidnapped,

07:35we were informed that he was still with Chan.

07:37According to him, he was killed while riding a boat that they used to escape.

07:45Because he was killed, according to them, he was thrown into the sea.

07:49Therefore, the efforts of the PNP and AFP is to conduct a search

07:55in the area where Eastman was possibly thrown.

08:01We sympathize with the family.

08:03They were informed, especially his family.

08:07Even the U.S. Embassy was informed.

08:11We will not stop until...

08:13Although it is very difficult because the area we are talking about is very deep.

08:19We don't want to lose hope that we can see Eastman's body.

08:26We are very saddened by the report of the Police Regional Office 9.

08:32What is the motive behind his kidnapping?

08:37Based on the investigation of Pro9,

08:40initially, they kidnapped him with ransom.

08:45But because of an unfortunate event that happened,

08:50Eastman resisted and was killed.

08:55They decided to throw him into the sea because he was already dead.

09:00From the time he was abducted, we did not receive any demand for ransom

09:06because presumably, he was already dead.

09:09There were four other abductees, ma'am,

09:15because we arrested one, three surrendered,

09:19and three died during the hot pursuit operation.

09:23We still have four unaccounted.

09:25We are still considering this case open until such time

09:29that we can catch the remaining four suspects,

09:34including the mastermind who planned the kidnapping of Eastman.

09:39What group are these suspects and masterminds?

09:47The other suspects, ma'am, have previous records.

09:52Some of them have warrant of arrest for murder

09:56and others have violation for illegal possession of firearms.

10:01These are previous records, ma'am.

10:03We expect that once we catch the remaining four suspects,

10:10we will be able to establish the real motive of what happened to Eastman.
