00:00The government also strengthened the support of farmers for higher production of agricultural products.
00:08Here's Clayzell Partilian.
00:12In order to increase the production of rice and lower the price of rice,
00:17President Ferdinand R. Marcos Jr. signed the bill that amended some provisions in the Rice Tarification Law.
00:26Under Republic Act 12078,
00:29the RCEF or Rice Competitiveness Enhancement Fund's visa is extended until 2031
00:36and it is due to expire in 2024.
00:39From the current 10 billion pesos,
00:42RCEF increased to 30 billion pesos.
00:45It will be used to distribute free rice
00:48that can provide high yields.
00:51It will also provide financial assistance, irrigation, and other farm input.
00:56This law empowers our farmers to thrive and to help our country secure a stable food supply.
01:03By increasing investments in agriculture, providing more resources,
01:07and creating a more competitive rice industry,
01:11we are laying the groundwork for a stronger, more self-sufficient Philippines.
01:17One of the biggest parts of the RCEF's fund
01:20is related to providing machinery
01:23that is expected to respond to post-harvest losses.
01:28By preventing up to 375,000 tons of milled rice from being wasted annually,
01:36we can help feed an additional 3.4 million Filipinos each year for the next six years,
01:42improving food security, making rice more accessible to everyone.
01:46The Department of Agriculture is positive
01:49that the price of rice will be lowered by the law.
01:53If we can produce more through the budgets that will be added and will last longer,
02:00then we'll be more efficient and we'll be producing more per hectare.
02:03Under the leadership of our President, we've started selling at 40 pesos.
02:09So next year, our target is to break 40 pesos.
02:14Hopefully, by the end of January, we'll have 39, 38 pesos.
02:20This will also stop the rise of supply shortages
02:23or the price of rice going up.
02:26The President of the Philippines and the Department of Agriculture
02:32are giving us the power to increase the limited volume of rice in these situations.
02:36The DA will now be empowered to take the necessary actions to stabilize the market.
02:43This will help ensure that the price of rice remains affordable and accessible to every Filipino.
02:49The Bureau of Plant Industry has been authorized by the Regulatory Power
02:53to inspect rice warehouses and establish a national database
02:59to monitor the supply of rice to the country.
03:02According to the Department of Agriculture,
03:05the database will help determine the amount of rice needed.
03:11But they are calling for a 35% reduction in the current 15% tariff on imported rice
03:20so that more people can benefit from the new law.
03:24The tariff should be reduced.
03:26Lowering the tariff does not help lower the retail price.
03:33So it would be better if we support local farmers
03:39and we can expect to be able to buy rice at a lower price
03:46because the subsidy is higher.
03:49So we think the retail price can be adjusted to a lower price.
