00:00The plan of the Presidential Human Rights Committee is the implementation of the Philippine Human Rights Plan

00:05to the agencies of the government and local government.

00:08The details are stated by Joe Malindoctolero of the Philippine Information Agency, National Capital Region.

00:16After the launch of the 4th Philippine Human Rights Plan or PHRP4 in the country,

00:22the plan of the Presidential Human Rights Committee

00:25is to roll out its implementation to the agencies of the government and local government from 2024 to 2028.

00:32According to the Presidential Human Rights Committee, Undersecretary Severo Catura,

00:36this plan will be distributed to the national government agencies, followed by the local governments.

00:42This plan will serve as a stepping stone towards the goal of government protection

00:48and to promote the wider and inclusive human rights in the country.

00:55This plan will be distributed to the agencies of the government and local governments.

01:00The impact of this plan really impresses upon the government the need for us to perform on our human rights obligations.

01:09On a year-to-year basis, there will be performance indicators so that we can see what the government has done.

01:17Undersecretary Severo Catura added that non-government organizations and civil society groups will play an important role

01:24to ensure the effective implementation of this plan.

01:28This is part of the monitoring mechanism of the Human Rights Plan, the midterm, annual, and end-of-term evaluation.

01:36The NGOs and CSOs that took an active part in creating this plan would have a basis to really monitor and evaluate

01:44how far are we going, are there improvements, are there challenges.

01:48The BHRP4 is one of the three responsibilities issued by the government on the 75th anniversary

01:55of the Universal Declaration of Human Rights in Geneva last year.

02:00Through this, the government aims to be an example of the inclusiveness and timely implementation of human rights in the next five years.
