00:00Several government agencies including DOJ, BILG, Bucor, and BJMP signed the new Implementing Rules and Regulations or IRR of the Good Conduct and Time Allowance or the GCTA
00:15where even those convicted of committing heinous crimes can be discharged due to GCTA.
00:21Bucor estimates 5,000 to 10,000 PBLs will be released under the new law.
00:28And for BJMP, 600 to 1,000 PBLs.
00:32According to Bucor, they will prioritize the elders especially those who have serious health problems.
00:39And they will make sure to not include high-profile intimates or inmates.
00:45December 30 is the target date of Bucor and BJMP to release the PBLs,
00:50hoping it will lessen the number of the prisoners from new-delivered prison that can possibly decrease congestion rate to 250%.
