00:00Several government agencies, including DOJ, DILG, Bucor, and the BJMP, signed a new Implementing
00:07Rules and Regulations, or IRR, of the Good Conduct and Time Allowance, or GCTA, for even
00:13those involved in committing heinous crimes can be discharged due to the GCTA.
00:18The Bucor estimates 5,000 to 10,000 PDLs will be released under the new law, and for the
00:24BJMP, 600,000 to 1,000 PDLs.
00:27According to the Bucor, they will prioritize the elders, especially those who have serious
00:31health problems, and they're also going to make sure not to include high-profile inmates.
00:36December 30 is the target date of Bucor and BJMP to release the PDLs, hoping it will lessen
00:42the number of the PDLs from the new Bolivian prison that can possibly decrease to 250%
00:48the congestion rate.
