00:00We are still together on MEDIEN TV, thank you for remaining faithful to us, here are
00:20the headlines of your newspaper.
00:22François Bayrou is the new French Prime Minister, he succeeds Michel Barnier, named
00:28by the French President, the boss of Modem, has permission to seek an agreement to stay
00:34longer in Matignon and have a budget adopted in a fractured political landscape.
00:39The situation in Syria is at the heart this Friday of a G7 country meeting, while the
00:49new government promised to establish a state of law five days after overthrowing the regime
00:55of Bashar al-Assad.
00:56It is a beautiful example of South-South cooperation initiated by the Kingdom in Niger.
01:04The Mohamed VI power plant offered by Morocco was inaugurated yesterday.
01:09The French know the name of their Prime Minister, Emmanuel Macron named François Bayrou in
01:22Matignon.
01:23The boss of Modem, received for almost two hours this morning by the French President,
01:28has bread on the table.
01:30He will have permission to seek an agreement to survive longer than the ephemeral Michel
01:36Barnier and have a budget adopted in a fractured political landscape.
01:43Morocco is a very good student in the fight against terrorism and violent extremism.
01:54This is what the annual report of the US Department of State on terrorism in the world suggests,
02:00a report in which Washington salutes the global strategy of the Kingdom to block the road
02:06to terrorists at both national, regional and international level.
02:11The US Department of State also congratulates the security cooperation between Morocco and
02:17the United States.
02:18This report also highlights the remarkable work and close collaboration between the Central
02:24Office of Judicial Investigations and the General Directorate of Territorial Surveillance,
02:31which dismantled several terrorist cells last year.
02:35The US Department of State, again in this report, salutes Morocco's expertise in cybersecurity,
02:44expertise that allowed the Kingdom to be removed from the grey list of the financial group
02:51Gafi.
02:54Let's now talk about the Atlantic Dialogues.
02:57The work of this international conference continues in Rabat.
03:01In Rabat, the event organized by the Policy Center for the New South is in its 13th edition.
03:06This year, the Atlantic Initiative of His Majesty the King Mohammed VI is at the heart
03:11of the exchanges at Maficry.
03:15Africa is at the center of the UM6P campus in Rabat.
03:18More than 2,000 experts from over 100 countries gather to discuss solutions to the common
03:24challenges of South America and Africa.
03:27This 13th edition of the Atlantic Dialogues is special due to its multi-discipline, but
03:32the most important theme remains the Royal Initiative for the Atlantic.
03:37Today we presented the initiative of His Majesty Mohammed VI for the Atlantic.
03:44An audacious, ambitious initiative that places the human element at the center of the strategy.
03:52This initiative has been supported by all African countries because, above all, it addresses
03:59Africa through the different stages of this initiative, i.e. the initiative for the Sahel,
04:08the initiative for structural projects.
04:11The Atlantic Initiative launched by His Majesty is of great importance because it is part
04:18of a vision for the development of the African continent, in a vision of contribution to
04:24security in our region, to peace in our region and to the development of a number of sectors
04:31for the benefit of the populations.
04:33This initiative crowns a policy of cooperation for Africa.
04:38Since the beginning of His Majesty's reign, he has called for an active cooperation,
04:43a winning cooperation with African countries in the different sectors.
04:48At the opening, a panel addressed the South-South dimension, in particular the relations between
04:54Africa and Latin America.
04:56The speaker focused on the crucial importance of paying special attention to these objective
05:01relations, promoting strengthened cooperation, taking into account the complementarities and
05:06potentialities to be exploited for the well-being of the populations on both shores of this
05:11enlarged Atlantic.
05:14I think in all aspects of economic and cultural development, there are opportunities.
05:23The countries of South America have made a lot of progress in recent decades in developing
05:28industries and cultural services.
05:30It is the same for African countries.
05:32The close relations between Africa and South America offer great opportunities.
05:41This three-day conference addresses themes such as the dynamics influencing the Atlantic region,
05:46the challenges of international cooperation from the point of view of the New South, as well as
05:51the impact of political and economic tensions on global geopolitics.
05:57Morocco and Kazakhstan strengthen their bilateral cooperation.
06:01Three agreements have been signed between the two countries, especially in the legal field.
06:05It was at a meeting held yesterday at the headquarters of the Moroccan Ministry of Justice.
06:13Three crucial agreements in the criminal field were signed this Thursday at a ceremony
06:18presided over by the Moroccan Minister of Justice Abdelatef Oubi and the Kazakh Attorney General
06:23Berik Asilov, in the presence of senior officials from the two countries.
06:28Today we have signed three important agreements for our two countries, agreements related to
06:34the criminal field.
06:36I am convinced that the Kingdom of Morocco will always remain our reliable partner.
06:42I am sure that these agreements will make a great contribution to strengthen cooperation
06:47between the two countries.
06:49This is our first visit here in Morocco and I would like to congratulate the Moroccan
06:55Minister of Justice Abdelatef Oubi and the Kazakh Attorney General Berik Asilov for the
06:59great work he has done to achieve these agreements.
07:05The first agreement is related to the judicial input in criminal matters and aims to improve
07:10coordination in the fields of investigation, research and evidence gathering.
07:14The second agreement concerns the transfer of convicts, thus allowing prisoners to
07:19purge their crimes in their country of origin.
07:21The third agreement concerns the extradition of criminals and aims to fight transnational
07:26crime and reduce the risk of impunity.
07:34We are very proud of this meeting on the criminal field.
07:37Other agreements will be signed in Kazakhstan and will concern the civil field.
07:41This will be another action aimed at deepening cooperation between the two countries.
07:46Kazakhstan is a friendly country of Morocco and it adheres to the position of the Kingdom
07:51and supports it.
07:56These agreements intervene at a time when the challenges related to organized crime and
08:00terrorism are increasing, reflecting the commitment of the Kingdom of Morocco and the Republic
08:05of Kazakhstan to strengthen their collaboration in the face of these phenomena.
08:09The agreements also aim to establish sustainable mechanisms for the exchange of information
08:14and expertise, thus contributing to the strengthening of security and stability at the regional
08:19and international level.
08:24When Africa helps Africa, it is a good example of South-South solidarity cooperation.
08:29I am talking about the Mohamed VI electric power plant that Morocco offered to Nigeria
08:35with a capacity of 22.5 MW.
08:38It was inaugurated yesterday in Niamé.
08:42It was accompanied by Ambassador Halal El Achab and a delegation of Moroccan officials
08:47that the Nigerian Prime Minister proceeded this Thursday to inaugurate the Mohamed VI
08:52electric power plant in Niamé, a thermal unit offered by the Kingdom of Morocco that
08:57allows Nigeria to benefit from an additional 22.5 MW for its supply of electricity.
09:04The Kingdom of Morocco provided and delivered to the Republic of Nigeria the equipment of
09:09an electric power plant that includes nine caterpillar-branded electrogen groups with
09:14a total power of 22.5 MW, nine transformers, elevators, a pre-fabricated control room equipped
09:26with latest technology devices, low and high voltage connection cables and many other
09:33accessories for the construction and operation of the power plant.
09:39In addition, experts and technicians from the National Office of Water and Electricity
09:44of Morocco rushed to Niamé last July to lend a helping hand in the construction of the
09:49power plant, a gesture of solidarity that translates into the vision of a South-South
09:54cooperation promoted by the King of Morocco.
09:57The concretization of this project embodies once again the generous philosophy of His
10:02Majesty the King Mohamed VI for a South-South cooperation that is solid and active and constitutes
10:07a concrete illustration of the vision of His Majesty the King enunciated in his speech
10:12in Abidjan in February 2014, Africa must trust Africa.
10:18The power plant delivered to the Nigerian authorities should thus allow the electricity
10:22to reach the equivalent of four districts of the city of Niamé, an immediate benefit
10:27for the populations that in particular highlight the human character of Moroccan solidarity.
10:32When you take cooperation between Morocco and Niger, it is an example in Africa.
10:39South-South cooperation today is very developed on several other aspects such as education,
10:46the scholarships that Morocco grants, you also have a military cooperation, there is
10:51also other assistance at the medical level and others.
10:56Today, this gift confirms the friendship between the two peoples.
11:01However, cooperation should continue with the strengthening of the capacity of the staff
11:06of the Nigerian Electricity Society, now in charge of the management and maintenance
11:11of the thermal power plant.
11:13And know that the Moroccan delegation, having participated in the inauguration ceremony
11:18in Niamé of this power plant offered by Morocco, was received yesterday in an audience
11:24by General Abdelhamad Tiani, President of the National Council for the Preservation
11:29of the Nation of Niger.
11:32No respite to Gaza, the Palestinian enclave is still piloted by the Israeli army.
11:38During these last 24 hours, at least 58 people have been killed, including 12 agents
11:45in charge of securing the aid trucks that were on the way to the UNRWA warehouses,
11:51the Palestinian Refugee Aid Agency.
11:57Still in this region, there is Israel, which asks its army to prepare to stay in the
12:03tampon area in Syria throughout the winter, which should worry the UN Secretary-General
12:10even more, very concerned by, I quote, the major violations of the sovereignty and
12:17territorial integrity of Syria and by the multiple Israeli strikes carried out in this country
12:23since the fall of Bashar al-Assad's regime.
12:28The situation in Syria is at the heart, this Friday, of a meeting of the G7 countries,
12:34a meeting by videoconference, during which the G7 group will look at the political, social
12:41and security challenges to which this multi-ethnic, multi-confessional and fragmented country
12:48must face, while the new power promised to establish a state of law five days after
12:55the overthrow of Bashar al-Assad's regime.
13:02At the moment, the Biden administration is multiplying support gestures in Kiev before
13:08the arrival of Republican Donald Trump in January.
13:11The United States, which announced yesterday a new military aid to Ukraine estimated at
13:17500 million dollars.
13:19The equipment provided in Kiev includes ammunition for the IMAR rocket launchers,
13:26artillery shells, drones and military vehicles.
13:32Sports, with the defender of the Lions of the Atlas and the PGA Shraf Hakimi, who is
13:37on the final list of the African Player of the Year, who will be awarded at the
13:45Café Hautes ceremony on December 16 in Marrakech, which was held yesterday by the
13:50African Football Confederation, which kept the five candidates already selected for
13:56the shortlist, although there are few options left to share the candidates still on the
14:02list for the coveted title of African Player of the Year.
14:07The organizers kept, I remind you, the list of the five candidates until the Marrakech
14:13ceremony, in addition to Shraf Hakimi.
14:15This list includes Simon Alliengra from Ivory Coast, Ciro Ghirassi from Guinea, Luqman
14:22from Nigeria and Ronald Williams from South Africa.
14:27The CAF recalls that Shraf Hakimi was one of the great craftsmen of the third consecutive
14:33title of the Paris Saint-Germain in Ligue 1, in addition to being the captain on board
14:40of the Lions de l'Atlas bronze medal ship at the Paris Olympic Games last summer.
14:56It's time to invite him to the big news of the day.
14:59We now know the name of the French Prime Minister.
15:03François Bayrou was appointed by President Emmanuel Macron.
15:07To talk about it, we are with Siem Badi, former Tunisian minister, who closely follows
15:13the French political landscape.
15:15Siem Badi, hello and thank you for accepting our invitation.
15:22Siem Badi, who is live from Paris.
15:25So, François Bayrou succeeds Michel Barnier.
15:29The CEO of Modem was appointed by the French President.
15:33I imagine it was not a surprise for you, given the interviews he had this morning
15:39with Emmanuel Macron.
15:41Almost two hours of discussion.
15:45Yes, it must be said that after 14 days of negotiations, we still did not know the
15:51French Prime Minister.
15:53So there were several names that were promoted.
15:56There were several meetings that took place.
16:00But to this day, until the last minute, we were not sure of the name that Macron would
16:06announce to the French people of his Prime Minister.
16:10Was it a surprise or not?
16:12Yes or no?
16:13In fact, Macron, I think he hesitated a lot to name François Bayrou.
16:18Because first of all, it is true that he is a centrist, but he is known for being close
16:24to, an ally and faithful to Macron.
16:29So it's a little bit of Macronism that continues to reign.
16:34And it will pose, in my opinion, a problem in the future.
16:40Because it is not the purpose of the maneuver with this change of government.
16:45It is not yet to name someone who is clearly close to the current president, who is very
16:54weak and who has never been so unpopular.
16:59So you said it, several names circulated.
17:02But it was François Bayrou who was named.
17:05According to you, is François Bayrou the man of the situation?
17:10In fact, it is not as much the name of a Prime Minister as a program and reforms that can
17:19convince the French.
17:21Because today, with Bayrou as Prime Minister, we will find ourselves in front of two cases.
17:32The first case is not to create instability and weaken France even more.
17:41While there is the budget that is still being voted on and everything that it causes as
17:48an economic and political problem.
17:51There is the possibility that this government, named by Bayrou or chosen by Bayrou, can have
17:58support from the Assembly.
18:01And it's like a lifeline that will be given to Macron so as not to pose other political
18:09problems.
18:10And we can, with Bayrou as Prime Minister, find ourselves in a situation of censorship.
18:18So there is a great risk of censorship.
18:22There is a great risk that the government, once again, of Bayrou, does not pass and is
18:28not cautioned by the Parliament.
18:31We know today that we are in front of a Parliament that is more at the center of the game and
18:39that is unable to form a majority.
18:43So we cannot be sure today that we will rather go to censorship or that we will rather go
18:51to this rescue, this rescue route that we will wait for Macron to avoid failure.
18:59Because Macron himself, let's not forget that there is a risk of censorship.
19:06There are a lot of calls today saying that before the economic failure, the political
19:12failure, the failure to be able to carry out reforms, the failure to be able to achieve
19:21everything that has been said at the level of the first mandate and the second mandate
19:26of the President.
19:27Before the failure, and today we are talking about the failure of Macronism, will the President
19:35himself, will Macron himself resist censorship?
19:44And there are more than 60% of the French population today who believe that it is time
19:52for Macron to leave.
19:53So the situation is very delicate and the days that will come, in my opinion, will be
19:58very important for French politics and for the near future of France today.
20:04We will have the opportunity to come back in more detail on the deleterious climate of
20:09the French political landscape at the moment.
20:11But before that, after the announcement of the name of the new French Prime Minister,
20:17how did we react?
20:18Did we react on the part of the different political formations?
20:23Well, of course, there are many who are against it by saying that Macron continues to close
20:29his eyes, despite the fact that he has been recalled to office.
20:33When the left, the Popular Front, recently approved that he could say his word and that
20:41he was more popular than the right, which itself is also in need of being separated a little
20:48from political life.
20:50We have the risk of a national meeting with Marine Le Pen, who is still at risk of
20:57taking back the reins and leading the political scene again.
21:01And that, of course, scares the French, because we will again, perhaps due to a lack of choice
21:08that can reassure the French, sink again in the choice of the National Front, of the
21:16National Assembly, and have a little more confidence in Marine Le Pen's speech, which will have
21:25a little more legitimacy in the eyes of many French people who see that we are not getting
21:31to the end, that we are not really finding solutions to the current failure.
21:36Unfortunately, we would have had a little more hope if we were in front of a strong left
21:44that can still take over and reverse the trend.
21:49But unfortunately, today we find ourselves again in front of a very divided left, deeply
21:56divided, which struggles to capitalize on the momentum of the new Popular Front that it
22:03was able to form recently.
22:04It cannot take advantage of what the population has given it recently at the level of the
22:09Assembly.
22:10It remains, however, divided.
22:12We have divergences of political opinion and leftist tendencies that cannot get their hands
22:18on it again.
22:19So, suddenly, in front of this polluted political landscape, in front of these very, very divergent
22:26opinions, in front of an Assembly that is really at the center and that is not a majority,
22:34we find ourselves in front of real problems.
22:37And maybe, and why not, the solution is quite simply to move on to something else after
22:45Macronism and after Macron's failure to lead the country well and to try to straighten
22:53up the French economy and to try to make reforms that can convince the French, whether
23:00it is in terms of health, education, economy, international relations.
23:04Because French politics, vis-à-vis many foreign countries, French diplomacy today is really
23:13in trouble, especially after the positions of the government vis-à-vis what is happening
23:20in Gaza, vis-à-vis what is happening in Africa and in many other countries.
23:26The position of France today has never been contested at the international level, at the
23:34economic level, at the social level.
23:37So, suddenly, I am not hiding from you that it is not the fact of choosing Bayrou close
23:43to Macron that things will change or will be shaken at least.
23:50I don't think it will convince the National Assembly.
23:54At least, at least, I say that Bayrou is trying, if he is smart enough, to form a government
24:03that will be able to pass a government that will be a little bit close to everyone and
24:11that will be accepted by the different political sensitivities.
24:16Will he be smart enough to do it?
24:20We are waiting to see the names of the ministers he will choose to get an idea of the colors
24:28and the personalities that will be at the head of this country very soon.
24:38In any case, François Bayrou has bread on the table.
24:42Some observers are already talking about an impossible mission for the one who has just
24:48been appointed to Matignon.
24:50Will he be able to find an agreement to survive longer than the ephemeral Michel Barnier
24:55and to adopt a budget in this landscape, as you said earlier, politically fractured?
25:02Listen, it is certain that the fact of this political instability created by the dissolution
25:11of the Assembly, by the fact of three governments succeeding each other in a very short time,
25:17of course, creates instability.
25:20And this instability will, of course, influence the political conditions, the conditions,
25:31as I told you, of foreign policy and everything else.
25:34And I don't think at all, even if we are not for Bayrou, I don't think that boycotting
25:41this government...
25:42Already, it took us 14 days to tell you how difficult this mission is and how much the
25:49President of the Republic is isolated today.
25:55It took 14 days to be able to choose a name.
25:59We have seen political parties, personalities parade in the Elysée to debate with the
26:06President of the Republic.
26:08And 14 days to name a president is to tell you how difficult it is for the President
26:13to find solutions, difficult to find personalities who can today reassure the French, lead the
26:18policy that is needed in this period of crisis.
26:21Because we can talk today in France about a political crisis, a diplomatic crisis,
26:28a social crisis, an economic crisis.
26:31What is the man today who can constitute a government capable of convincing and capable
26:39of helping to get the country out of all the conflicts it is experiencing today?
26:44As I told you, the next few days will tell us if we find a very strong and convincing
26:53government to be able to at least reassure.
26:56Already at the Assembly, of course, to be able to be voted, to avoid the mention of censorship
27:03and then to reassure the French and give a little glimmer of hope.
27:09Thank you for all these details.
27:12Thank you for answering our questions.
27:18That was all for the guest of the Grand Journal of the day.
27:23Thank you for following it.
