01:05during the forum of Jiangshan in Beijing.
01:08We'll be right back for the development.
01:15Welcome ladies and gentlemen.
01:17Yesterday, NGOs in Geneva called on the international community to put pressure on Algeria
01:24to guarantee the fundamental rights of the people held in the Tindouf camps.
01:31This call was launched during the general debate on the UN High Commissioner's Annual Report on Human Rights
01:39on the situation of human rights in the world
01:43during the 57th Ordinary Session of the Human Rights Council
01:48until 11 October under the presidency of Ambassador Omar Dinebar,
01:53permanent representative of Morocco,
01:55in the office of the United Nations and President of the Human Rights Council
02:01as of 2024.
02:06Flooding in Morocco, especially in the south, after long efforts.
02:11Research has led to the discovery of a second body of a missing person.
02:16The Douar de Khmer, who lost two of its inhabitants,
02:20one of whom was found on the second day of the floods,
02:24was recently an open area of research for the teams of the Royal Armed Forces,
02:31of the Royal Gendarmerie, the Civil Defense and the auxiliary forces.
02:37The spokesman for the government, Mustafa Baytas,
02:40expressed his sincere condolences to the families of the victims of the recent heavy rains.
02:48It should also be noted that the minister also stated that material and human losses
02:53had been announced through official reports.
03:10More than 431,000 widows with 158,000 children living in urban and rural areas
03:26have benefited from direct social assistance,
03:29as indicated on Thursday by the Minister-Delegate in charge of relations with the Parliament,
03:34the spokesman for the government, Mustafa Baytas.
03:37The implementation of this royal program has enabled these widows to benefit from direct social assistance,
03:44set at a minimum of 500 dirhams,
03:46as stated by Mustafa Baytas at a press conference at the Council of Government,
03:52explaining that this indemnity gradually increases every year
03:56in order to reach 410 dirhams for each child by 2026.
04:01Let's talk about health now, with a first confirmed case of swine fever
04:07that was detected in Morocco, the announcement of the Ministry of Health and Social Protection.
04:13This recorded case in Marrakech was detected thanks to the protocol of surveillance established by Morocco.
04:18According to the same source, the patient receives medical care in one of the specialized medical centers in the city
04:25and is in a stable state of health.
04:28The Ministry assures citizens and calls on them to follow preventive measures,
04:35such as washing their hands regularly, avoiding direct contact with infected people,
04:41or of course suspecting of being infected, and respecting personal hygiene.
04:50The permanent representative of Morocco to the UN, Omar Hilal,
04:54participated yesterday in the celebration of the United Nations Day for South-South Cooperation.
05:00On this occasion, he stated that under the leadership of His Majesty King Mohammed VI,
05:05Morocco has made South-South Cooperation one of the main pillars of its foreign policy,
05:11highlighting a clear, pioneering vision, centered on humanity,
05:16and also based on unity and solidarity.
05:20He also reminded that the Moroccan initiative to grant African countries
05:25access to the Atlantic Ocean consolidates a Moroccan model of active South-South Cooperation
05:31and is oriented towards action.
05:36Yesterday, the United States announced its support for the creation of two permanent seats
05:42at the UN Security Council for African countries but without veto rights.
05:47This is in the context of a hypothetical reform of this key UN body.
05:53The United Nations also supports the creation of two permanent seats for Africa
05:57at the Council, as claimed by the African countries,
06:00declared by the US Ambassador to the UN, Linda Thomas-Greenfield.
06:05The Security Council has 15 permanent members who have veto rights
06:10and 10 elected members for two years, representing the different geographic regions,
06:15including three for Africa.
06:21Donald Trump is against another debate with Kamala Harris.
06:25The former president rejected the idea, defended yesterday by his rival, the Democrats,
06:30while they both continue to skim over the decisive states in view of next November's presidential election.
06:37There will be no third debate.
06:39The Republican candidate has signed on his social media platform,
06:43counting his televised speech in June against President Joe Biden,
06:48candidate in addition to his confrontation last Tuesday with the Vice President.
06:53In North Carolina, a state where it relies on the voices of African Americans and young people,
06:59the 59-year-old Democrat has, for her, judged that voters deserve a second debate.
07:09The Lebanese Ministry of Health announced that three people, including a child,
07:14had been killed and three others injured yesterday in an Israeli strike in southern Lebanon.
07:20In a statement published on Telegram today,
07:23Hezbollah said it had fired a rocket barrage on the northern command of Israel
07:30in response to the attack and the assassinations perpetrated in Kfar Zouz.
07:35The Israeli army said shortly after that about 20 projectiles
07:39that crossed from Lebanon to Israeli territory
07:42were identified around Safed, where the northern region's command is based.
07:48Israel also claimed to have hit military infrastructures
07:52and fighters of the Islamist movement in the south and east of Lebanon,
07:56while Hezbollah aims for military positions in northern Israel.
08:05Arab and European representatives in Madrid to advance the solution of the two states this Friday.
08:12This Friday, representatives of the Arab and European countries,
08:15whose head of diplomacy is Josep Borrell, will meet in Madrid
08:19to try to advance the solution to the two states,
08:23one Palestinian and the other Israeli, on the background of war in Gaza.
08:28This meeting, entitled For the Application of the Two States,
08:32will bring together members of the Arab-Islamic Contact Group for Gaza
08:37and representatives of the European Chancellery, as well as Josep Borrell,
08:42to return from a regional tour in the Middle East
08:45to clarify the presidency of the Spanish government,
08:48without further detail on the participants.
08:54This time in China, for three days, the Jiangshan Forum
08:58welcomes more than 500 representatives from more than 90 countries and organizations
09:03and in front of an assembly of military officials from all over the world,
09:07APK, Dongyong, Chinese Minister of Defense,
09:11has declared today that negotiations are the only solution to the war in Gaza and Ukraine.
09:18The Chinese minister has called on all countries in the world
09:21to promote peaceful development and inclusive governance.
09:26He has also denounced the proliferation of national security concepts
09:30and asked for new technologies to benefit humanity,
09:35referring to the United States' attempts to prevent Beijing from accessing cutting-edge technologies.
09:48Meanwhile, the regional branch of the Islamic State Group in Afghanistan
09:53claimed yesterday's attack on Shiites in the center of the country.
09:57The Taliban authorities claimed that these cities were killed by armed men,
10:02without giving any evidence.
10:04It should be noted that the propaganda body of the Sunni group
10:07stated in a statement, published late on Thursday,
10:11that 15 Shiites were killed and the others injured
10:14in an attack carried out by Caliphate soldiers in the center of Afghanistan.
10:20The spokesman for the Afghan Ministry of the Interior, Abdul Martin Kani,
10:24also claimed that unidentified armed men shot and killed civilians in the province of Daikundi.
10:35Let's head to Gabon with the Gabonese parliamentarians who met yesterday
10:41in the Constituent Assembly to examine the project of the new constitution,
10:46an important step towards the organization of the presidential election scheduled for August 2025.
10:52The convocation of the 12th to 22nd of September of the meeting of the Parliament
10:57of the transition to the Constituent Assembly
11:00was announced by a presidential decree issued by McCready in the official newspaper.
11:06The parliamentarians will have 10 days to give a motivated opinion,
11:10according to the terms of the decree, on the text written from the thousands of proposals
11:16collected during the National Inclusive Dialogue organized in April last year.
11:25The news also leads us to Senegal, where President Bassirou Dioumayfei
11:29announced yesterday the dissolution of the National Assembly
11:33and fixed legislative elections on November 17, 2024.
11:37This dissolution aims to give him a stable majority to govern
11:42while the previous elected legislative election in 2022
11:46is dominated by the camp of former President Macky Sall,
11:49who was hostile to him.
11:50President Bassirou Dioumayfei, who I suggest you listen to.
11:54I dissolve the National Assembly to ask the sovereign people
11:58the institutional means that will allow me to give body
12:02to the systemic transformation that I promised them.
12:06Today more than ever.
12:09The time has come to open a new temporality to our quinquennat.
12:14Article 3 of our Constitution recalls
12:17that national sovereignty belongs to the people.
12:21Therefore, the people are invited to resume their titles of abilitation
12:27and to decide sovereignly
12:30if the National Assembly must reflect the profound aspirations of change
12:34that were expressed on the evening of March 24, 2024
12:39or if it must remain the last blocking avatar of a fallen regime.
12:46The census process of the population and housing
12:50continues in different cities of the kingdom,
12:53with the aim of determining the number of regular residents.
12:56This process also concerns immigrants and foreign refugees,
13:00regardless of their nationality.
13:02Imane Moujib and Younes Izghiri tell us more in this story by Sheyma Fikri.
13:09Just like Moroccan citizens, immigrants and refugees from various countries
13:13are subject to the census process.
13:16A large percentage is from the African continent.
13:19The integration of this category of citizens through the census process
13:24will help to draw a clear and precise picture of the situation of immigrants in Morocco.
13:29I am of Gabonese origin, I am a student here.
13:32I came to speak for this operation.
13:36Morocco has decided to take information
13:41on people who live here in Morocco,
13:44i.e. sex, age and what we want to do.
13:47So I invite several people to take part in this operation.
13:50This census operation is very, very important
13:53because it allows us to evaluate the entire Moroccan population
13:57and all the foreigners who live in Morocco.
14:00It also allows some to have a better social situation
14:03and, roughly speaking, a better inclusion in the Moroccan active life.
14:08To facilitate the census process of immigrants and refugees,
14:12the High Commission of Plans has formed individuals from these groups
14:17to assist them in the collection of information.
14:20The aim is to give an important place to this category
14:23in the general report of the census.
14:26My role is to be a relay,
14:29for example, in the intervention that will take place in different municipalities.
14:33For example, in the face of the sub-Saharan communities,
14:36my role is to facilitate exchanges
14:38so that it is more fluid between each community,
14:41between the agents, the investigators and the sub-Saharan population,
14:46because some have trouble communicating with each other.
14:50As part of the implementation of the principle of integration
14:53in the census of the population and housing,
14:56we must not forget any person living legally in Morocco.
14:59In this sense, a partnership between the HCP and the United Nations has been set up.
15:04Precise data on immigrants in Morocco will help the Kingdom
15:08to update and develop important strategies for immigration and asylum.
15:13This category plays an important role in society
15:16if it is integrated in an optimal way.
15:20To evoke this easy outline
15:22of this 57th Ordinary Session of the Council of Human Rights,
15:26without further ado, let's go to Rabat,
15:29where we find Zakaria Aboudab,
15:31Professor of International Relations and Political Sciences
15:34at the University of Rabat.
15:38Hello to you, Professor.
15:40Hello, thank you very much.
15:43Morocco presides over the 57th Ordinary Session of the Council of Human Rights,
15:48which is therefore one of the most valued of this Moroccan presidency.
15:56Well, since the presidency in January 2024 until today,
16:00even beyond, Morocco was one of the first countries
16:04to be elected to this council when it was instituted in 2006, progressively.
16:09So there were, let's say, some priorities, themes,
16:13for example, the issue of climate change,
16:16its consequences on the protection of human rights,
16:19there are other aspects, such as the military enrolment of children, among others.
16:24There are also incessant questions.
16:26But today, you know, on the occasion of the 57th Ordinary Session
16:31of the Council of Human Rights,
16:33which is a UN meeting in Geneva,
16:36well, the fundamental, crucial theme is forced disappearances.
16:40These are forced disappearances.
16:42As a result, it is a question that concerns the entire international community.
16:45So we know very well, from the point of view of philosophy
16:48and the ontology of human rights,
16:50there is what we call the hard core or intangible of these rights.
16:54This includes the international pact on civil and political rights,
16:58the international pact on socio-cultural economic rights,
17:01there is the question of torture,
17:03the protection of the rights of migrant workers, etc.
17:06But there is also this question of forced disappearances,
17:10and so the Tindouf camps have been challenged.
17:13I listened to a lot of petitioners, including Moroccans,
17:18who ultimately draw the attention of the international community
17:22of the need to activate protection mechanisms
17:25because the situation is extremely dramatic and very worrisome.
17:29The issue of violations of fundamental rights,
17:33and therefore in the Tindouf camps, is at the heart of the discussions.
17:36What is your take on this?
17:39So, you know, there is a confusing situation
17:42because at one point in time, Algeria,
17:45which has transgressed the spirit of the conventions
17:49that it is part of,
17:52and in particular the Geneva Conventions on International Humanitarian Law,
17:57but also the International Statute of Refugees,
18:00called the 1951 Convention,
18:03with its additional protocol,
18:05by delivering to the police the right to legally manage
18:09and also, there are other aspects, the Tindouf camps.
18:12However, in doing so, they break away from these commitments
18:16stemming from the conventions that I have just mentioned.
18:19As a result, it is legally responsible,
18:22and we know very well, from the point of view of the international responsibility of the States,
18:26there are three elements combined, cumulatively, that are activated
18:29when it comes to triggering this responsibility.
18:32First, a misdemeanor in relation to a commitment taken.
18:35Secondly, a damage caused, bodily or otherwise.
18:38Thirdly, a link of causality or correlation between the first aspect and the second aspect.
18:42These three elements come together.
18:45Today, there are representatives, Moroccans, petitioners,
18:48Moroccans and others, who say that there are, first of all, forced disappearances,
18:52attacks by drones that have physically eliminated
18:55protesters, if you will, people who shout,
19:00who launch SOS, if you will,
19:04concerning the dramatic situation in the camps.
19:07And thirdly, Algeria declares a kind of ban
19:11to freely circulate, which, once again,
19:14challenges these commitments in relation to the conventions that we have mentioned.
19:17So, we can say today, to sum up, because we don't have much time to develop some details,
19:22that this notion of responsibility to protect,
19:25which was enacted as a resolution by the General Assembly in 2005,
19:29in my opinion, should be activated today
19:32to protect vulnerable populations,
19:35including, unfortunately, children.
19:37And I remember what I said earlier,
19:39the forced military engagement of these children,
19:41not to mention the problems of human trafficking,
19:44organ trafficking, connections with terrorist networks, etc.
19:48So, we can see very well that the situation calls for an international emergency.
19:53Precisely, the petitioners also present at the General Debate
19:57denounced with irrefutable evidence
20:00the inhumane and arbitrary practices,
20:03perpetrated against the Sahrawi,
20:06which have been sequestered for decades.
20:08Will these practices remain unpunished, and until when?
20:12Unfortunately, we are looking at what is happening.
20:16First, we have to address this confusing situation
20:20in terms of the responsibility that falls to the Algerian state
20:24as long as we are the host state,
20:29so that, first of all, it does something,
20:32and secondly, it will have to respond to these acts
20:35legally in front of international bodies.
20:37Soon, the Sahara-Morocco Resolution will be adopted
20:40at the end of October 2024 by the Security Council.
20:44I think that it is absolutely necessary,
20:46knowing that Algeria is a non-permanent member of this Council,
20:49that a special clause be included to responsible Algeria.
20:53Because we do not know the course of things,
20:56the course of events,
20:58because we have to face extremely serious and dramatic situations.
21:02There are slavery practices, forced disappearances,
21:05there are many sexual exploitation cases,
21:08including pedophilia,
21:10there are trafficking networks
21:12and dubious connections with criminal networks,
21:15but also linked to irregular immigration.
21:18The European Union must also intervene,
21:22because some time ago,
21:24the question of the detournement of aid
21:26directly allocated or destined to the kidnapped Sahrawis
21:30has also been debunked.
21:32Unfortunately, it must be said that there is a certain passivity
21:35of the international community.
21:37This also applies to the nature of the commitments,
21:39but also to the nature of the functions of the Council
21:41and of human rights, which, alas,
21:43have no effective means to intervene.
21:45In my opinion, a resolution,
21:47a recommendation must be transmitted
21:49to the United Nations General Assembly,
21:51because the ordinary session of the Assembly opens in New York,
21:56so that the Assembly can eventually seize the Security Council,
22:00which has the means to intervene,
22:03probably, I would not say militarily,
22:06but by means of coercion,
22:08in order to correct these extremely disturbing situations.
22:13What about forced disappearances
22:16aimed at those who denounce abuses
22:18in the camps of Tindoufa?
22:20As long as the camps are inaccessible,
22:24but today by recoupment,
22:26there is also the possibility of having information,
22:29because I was also, not surprised,
22:33but surprised to see even the representative
22:35of the Mauritanian Competition,
22:37who cited a case of forced disappearance
22:40of someone of Mauritanian nationality
22:43who found himself in the camps of Tindoufa.
22:46So we can see very well that the problem overflows
22:48the relations with Morocco
22:50or the situation of the kidnapped as such,
22:53that is to say, the displacement of forces
22:55which, unfortunately,
22:57crawl inside a fairly open prison,
22:59but obviously it is closed,
23:01it would be a tautology to say so,
23:03but when is the international community
23:06going to assume its responsibilities,
23:08because it goes to the functions of the main bodies of the UN
23:12and in general of the UN,
23:14than to protect the sinister populations.
23:16In this case, we can say that the responsibility
23:19is directly linked to the Algerian state,
23:21it must not be stolen.
23:23And so, as Algeria has also, I believe,
23:26ratified the Convention,
23:28unfortunately it has not yet ratified the Convention
23:30on Forced Disappearances, it seems to me,
23:33and the Additional Optional Protocol,
23:36but in relation to the Convention
23:38on the International Status of Refugees,
23:41and so, by extension,
23:42we can say that it has responsibilities,
23:44knowing that, I know,
23:45even if a state is not part of a Convention,
23:48it has not ratified it,
23:49it must behave in a way
23:51compatible with the objectives and goals
23:53of this Convention,
23:54and so here we address the mind
23:56and not the letter of the international texts.
23:58In this same dynamic,
23:59the NGOs have called for pressure on Algeria
24:02so that it assumes its responsibilities.
24:04What is your analysis on this subject today?
24:08Well, yes, it is a civil and citizen call
24:13that does not date from today,
24:15but going even further into analysis,
24:17let's say that NGOs can also act
24:20as a civil party,
24:21to perhaps, this time,
24:23introduce recourse in justice
24:26before jurisdictions,
24:28whether they are, I would not say Algerian,
24:30national or international.
24:32Why? Because the protection of human rights
24:35is a common responsibility
24:37of the international community,
24:39because we say that it goes
24:41with the protection of this common substrate
24:44to all human beings.
24:47And so, we will say that it is a common responsibility.
24:51It will be necessary, subsequently,
24:52to address perhaps other jurisdictions,
24:55perhaps continental,
24:56I do not know,
24:57it could also be the African Court
24:59of Human Rights and Peoples,
25:01it could be the European Court of Human Rights,
25:04etc.
25:05We can perhaps look for connections,
25:07I would say, practical and logical,
25:12even realistic,
25:13so that these appeals
25:15do not simply remain
25:17pious appeals,
25:19but go in the direction
25:20of legalization.
25:22And I believe that it is absolutely necessary
25:24that an action of this kind be taken,
25:26as has been done
25:27at the level of Spanish jurisdictions,
25:29because even the head of the separatists
25:31has been challenged,
25:33or even a mandate
25:34has been launched against him
25:35a few years ago.
25:36Zakaria Aboudab, thank you.
25:38I remind you that you are therefore
25:39Professor of International Relations
25:41and Political Sciences
25:43at the Université Mohamed V de Rabat.
25:45With pleasure.
25:46Have a good day.
25:48And this concludes this newscast.
25:49Thank you for following it.
