00:06when it comes to the government's plans to lower the poverty rate in the country.
00:11And some of the prominent figures included in this are those who serve as the laughingstock,
00:17who are the backbone of the country.
00:19He is the one appointed by NAPC.
00:21And now, let's join us live this morning,
00:25Ruperto Cauper Alrosa, the Vice Chairperson for Basic Sectors of NAPC,
00:32to talk about the projects and programs in the basic sector.

00:43Good morning to you, Ma'am Diana and Mr. Andre.

00:52For the knowledge of our viewers, educate us all about the basic sectors
00:59under the National Anti-Poverty Commission.
01:01What are these?
01:02And in the present, what should NAPC focus on?
01:07Yes, for our listeners to have an idea, NAPC is very unique.
01:15The government and the basic sector are included here.
01:19It is assisted by the secretariat, led by the lead computer.
01:24The potent sectors include the marginalized people, farmers, sectors,
01:30PWDs, senior citizens, children, cooperatives, NGOs, victims of disaster and calamity,
01:42children, and youth and students, urban poor.
01:47Those are the 14 basic sectors under NAPC.
01:52Cauper, as a facilitator in the role of NAPC in answering challenges in each sector,
02:00do you have any flagship programs or rights that you are assisting
02:05and will give priority to the sector of formal labor for migrant workers?
02:10All 14 sectors have their own sectoral agenda.
02:15There are many.
02:17In formal labor, of course, their number one priority is decent work
02:25and the regularization of our contract of service workers, COS,
02:33so that they can have a decent job.
02:37The 13 other sectors also have their own agenda
02:42to address the poverty of their respective sectors.
02:48Cauper, when were the simultaneous 4th quarter regular meetings and other sectoral engagements
02:55held by the 14 basic sectoral councils and the 17 regional basic sector coordinating councils of NAPC?
03:01What were the issues that were discussed regarding the assistance?
03:05This last quarter meeting is very important.
03:11Every quarter, there is a sectoral council meeting of the 14 basic sectors.
03:17Here, first, we assessed the whole year of our operation.
03:24Here, we saw that we were pushed and there is still a lot to be done.
03:32During that time, we held a bilateral meeting with our partner government agencies.
03:39Because every sector has its own partner agencies.
03:43There, we discussed what assistance can be provided by the government and the basic sector.
03:52We also made a platform because the National Anti-Poverty Commission
03:59only has a national office.
04:03It does not have a local office.
04:07That is why we created a Regional Basic Sector Coordinating Council
04:12where all the sectoral councils in the 14 basic sectors within the region also come together
04:20and discuss regional issues.
04:24We localize the national issues that are discussed here in the National Council.
04:31You mentioned the bilateral meeting.
04:34How is the 14 basic sectors in NAPC?
04:43How is its engagement?
04:45We are happy for the last two years
04:50since Secretary Lopez Santos assumed his office as lead convener.
04:55We have a lot of talks in the government sector.
04:59There are a lot of TAU-TWG meetings.
05:03Each sector facilitates its own agenda in each partner agency.
05:10That is why we think NAPC's engagement in the government sector is good.
05:19You are the vice chairperson of the basic sector.
05:24What do you think are the successes of the 14 basic sectors including NAPC this year?
05:32Yes.
05:33One of the mandates of the President is that NAPC should go to remote areas
05:44to look for the poor and find out their problems
05:50and bring them to the local government and national government agencies.
05:55That is one of our goals.
05:57We think we succeeded in bringing local government units together.
06:05We are now starting to formulate the Local Poverty Reduction Action Plan.
06:15To achieve that, we are forming a Local Poverty Reduction Action Committee or council
06:22that is formed by the government and the basic sectors within the localities.
06:29We think that is a success.
06:33Aside from our legislative proposals,
06:37we are now discussing with both houses of Congress
06:44and there is already a law.
06:47For example, the Magna Carta for Children.
06:51Those are the agendas that we pushed.
06:56You sent a letter to President Ferdinand R. Marcos Jr.
07:01asking him to strengthen his support for the goal of reducing poverty in our country.
07:09Can you explain the content of the letter?
07:13Yes.
07:14As I said earlier, the President told us to look for the poor.
07:22His goal is to reduce poverty from 18% to single-digit by the end of his term.
07:33And of course, we are the poor.
07:35We are the main beneficiaries of this.
07:38That is why we immediately sent a letter of thanks
07:43and to strengthen our support for his goal.
07:49We also said that it is right for the Secretary of NAPC to appoint him
07:58because we can see his dedication and his great help
08:03for our sectoral agendas to be pushed.
08:08We think this is the way to reduce poverty.
