00:00Legislators from the House and the Senate gave a statement that legislative process is really a part of the proper study of Malacanang in the 2025 General Appropriations Bill.

00:13According to them, this is the next step of President Ferdinand R. Marcos Jr. that the addition of the budget bill on Friday should not be continued so that it can be studied properly.

00:26Congressmen respect President Ferdinand R. Marcos Jr.'s decision that the addition of the proposed 2025 national budget on Friday should not be continued so that it can be studied properly.

00:41According to House Committee on Appropriations Vice Chair Jill Bongalon, this is really a part of the process so the public should not worry.

00:49Under the budget process, for a General Appropriations Bill to become law, our President needs to pass it. If he does not pass it, we call it lapse into law.

01:04So with that, I guess he will exercise his veto power and under the process, our President will communicate to our Congress.

01:18Senate House Assistant Majority Leader Jude Acidre and House Committee on Women and Gender Equality Chair Geraldine Roman also agreed that the President's decision was right.

01:28It is not unusual for the Executive to review the report on the form of the budget.

01:39It's only an indication that the President is dutiful about exercising his role in the budget-making process.

01:48This is a sign that we are in a healthy and prosperous democracy.

01:54Kudos to our President and we look forward to a better. You know, everything in the world can be improved, right? We just have to listen to one another.

02:06In the Senate, the Senators are also discussing the President's decision.

02:11According to Senate President Francis Escudero, this is just a part of the system of checks and balances in the Constitution.

02:18While for the Senate Committee on Finance Chair Grace Poe, this is also a sign of a healthy democracy.

02:24One of the issues under the 2025 budget proposal is the allocation of aid for the Kaposagkita Program or ACAP.

02:32But again, it was defended by Congressmen and they are confident that it will not be vetoed.

02:38I can speak for my constituents in Bicol.

02:42Two or three typhoons passed by last month and ACAP shamed them.

02:48We will respect the President, whatever the decision will be in the end.

02:51But we hope, personally, I hope that the program will be judged based on its merits.
