00:00One million pesos of financial aid will be distributed to a hospital after being infected with COVID-19.

00:08This is the story of Bien Manalo.

00:12Cherry Lubic Ignacio has been in the hospital for 14 days after being infected with COVID-19 in 2020.

00:19But the 14 days should have been more than 20 days.

00:24She was not able to process the hospital bill of P300,000 outside of her health medical insurance.

00:32She also gave a promissory note but it was not received by some staff of the hospital.

00:38A member of her family was required to enter the quarantine facility as a substitute to arrange her bills.

00:46I am the owner of the family and I was also detained.

00:49I did not have access to the outside world but only to myself.

00:56Actually, I did not want to talk to him because what happened to me was still traumatic.

01:01After 7 months of complaining of slight and serious illegal detention of Cherry

01:07along with other victims of the scam against the East Medical Center in Valenzuela,

01:12finally, there was a dialogue between the hospital and the victims.

01:18The two parties agreed to settle the case.

01:21They had a good resolution including the financial assistance of the hospital to the victims

01:28which is worth P1,000,000 each.

01:31Our four victims are free and they fully trust the cases that we filed.

01:37The settlement is good because everyone is happy. They are not fighting.

01:44A Christmas gift from Cherry is the so-called settlement.

01:48Actually, when we were informed, we were all shocked

01:53because we did not expect that this would be our Christmas.

01:57In addition, the local government formed an ordinance called VC Anti-Hospital Detention Ordinance.

02:05Its purpose is to protect not only the patients but also their family members or anyone

02:12against the forced detention of private hospitals in Lungsoda to pay their hospital bills.

02:19It is good to know that other mayors, especially Metro Manila,

02:23because I heard that there are many incidents like this happening in their areas.

02:30The Health Department also plans to implement the ordinance throughout the country

02:35to avoid the victims of temporary hospitals.
